Like most migrants, Uzbeks can apply for documents of the Russian Federation on general terms or under a simplified system.

Simplified procedure

Foreigners with Uzbek citizenship can obtain Russian citizenship much faster if they follow a simplified procedure. In such circumstances, the required period of residence may be reduced by 3 years. In some cases, citizenship is issued within 12 months.

Those foreigners who have the grounds established by Russian legislation can apply for the simplified version. These include:

  • Acceptance of compatriots into the resettlement program;
  • Creating a family with a person who has a Russian passport;
  • Availability of a document of higher education in a Russian educational institution, obtained before 2002;
  • Large cash injections into the country's economy;
  • The presence of children or parents with Russian citizenship.

Veterans of the Second World War and native speakers of the Russian language and culture can also count on a simplified procedure.

Exceptional cases

In certain situations, a passport may be issued without first obtaining a residence permit by decision of the President.

This method is available to foreigners who have outstanding services to Russia:

— The President of Uzbekistan in his Address to Parliament named the approximate number of stateless persons living in the country. Has monitoring been carried out, is the exact number of these people known?

— According to statistics, today the population of the Republic of Uzbekistan is over 34 million people. Of these, 14,365 are foreign citizens permanently residing in the country and 95,857 are stateless. Most of them are ethnic Uzbeks - 74,705 (77.9%). Also in the republic, 6,232 people of Tajik nationality, 4,616 Russians and representatives of other nationalities were identified.

— When the president set the task of introducing a simplified procedure for granting citizenship to Uzbek citizens before January 1, 1995, the Legislative Chamber of the Oliy Majlis began considering the Law “On Citizenship” and prepared a new bill. What are the shortcomings of the previous document?

— The old version of the law had provisions that significantly complicated the procedure for obtaining an Uzbek passport. This process especially slowed down significantly after 2007.

This was due to the fact that our closest neighbors - first in Tajikistan, then in Kyrgyzstan and Afghanistan - had an unstable situation, and we wanted this not to affect us. Anxiety does not arise on its own.

For example, Afghanistan and Kyrgyzstan were influenced by external forces, because of which the citizens of these states themselves became the culprits of a deep internal crisis in the public administration system.

The main drawback of the current Law “On Citizenship of the Republic of Uzbekistan” remains that it was adopted in 1992, when issues related to registration were not fully covered. Here we are talking about the relationship between the state and the person receiving citizenship.

These aspects have not been sufficiently specified. Secondly, the procedures for obtaining citizenship and renouncing it are complex and not fully regulated. We have simplified them with the new law.

For example, while the old law stipulated that a person applying for citizenship must submit 12 documents to the relevant authorities, now this list has been halved to six.

We are currently working on creating an electronic database for the exchange of information between ministries and government bodies dealing with citizenship issues. This will allow the applicant to save time and not have to run around to authorities and government agencies for certificates and characteristics.

He or she will only be required to provide those documents that are kept in his or her hands.

Also, the current legislation does not define the legal basis and tasks of the Citizenship Commission under the President of Uzbekistan, which leads to a delay in the procedure for considering applications. We are also looking into this issue.

Thus, by removing unnecessary bureaucratic norms, we intend to minimize the number of stateless persons in the country.

— Let’s assume that a stateless person meets all the criteria for obtaining an Uzbek passport in a simplified manner. Where and how can he submit an application and how long will it take to process it?

— Such people need to contact the law enforcement agencies at their place of residence in the name of the president of the country. There, the applicant will be provided with a list of documents attached to the application. There are, as I already said, six. If any deficiencies are found in the documents or if they are filled out incorrectly, the deficiencies will be corrected within three days and the information will be added to the database. Another month will be needed to collect documents from other interested organizations. After this, the set of papers will be sent to the Citizenship Commission under the President of Uzbekistan, which will consider the request within one year.

— One year is a long enough period, is it possible to shorten it further? In some countries, such requests are processed within three months.

— The period may be reduced, but it is worth considering one point: we provide citizenship, and do not accept guests. The maximum period for consideration is 12 months, but in practice the answer may arrive much earlier. For example, from 2021 to the present, 6 thousand people have received citizenship, and this process is accelerating.

Moreover, we must be extremely careful in this matter. Having become a citizen, a person receives all the rights established by law, including electing and being elected, participating in referendums, working in state security agencies, internal affairs agencies, the prosecutor's office, military service and public administration. We must grant citizenship to those who will comply with the Constitution of Uzbekistan, respect and recognize the rights of their compatriots.

  • — What will happen to people who arrived in the republic after 1995 and permanently reside, but do not yet have the opportunity to obtain citizenship?
  • — Such persons receive citizenship in a general manner, which does not differ significantly from the simplified one.
  • There are four procedures for obtaining citizenship:
  • natural (if parents are citizens of Uzbekistan, their children automatically become citizens of the republic);
  • simplified procedure (for persons who arrived in Uzbekistan before January 1, 1995, permanently residing in the republic and not having foreign citizenship);
  • a special procedure (the provision of citizenship is under the jurisdiction of the President of Uzbekistan, who can make an appropriate decision in relation to persons who have made a great contribution to the development of society, the state, science, education and other areas, if they request it);
  • general procedure for granting citizenship.

Candidate selection criteria

Not everyone who applies for citizenship is issued a Russian passport.

In addition to the grounds established by law, a foreigner must meet certain criteria:

  • Have no criminal record;
  • Know the Constitution of the Russian Federation and unconditionally comply with the laws of the country;
  • Renounce existing citizenship;
  • Have no violations of immigration laws in the past;
  • Do not be deported from Russia;
  • Be of legal age and legal capacity;
  • Have a complete secondary education and a decent profession;
  • Confirm your knowledge of the Russian language with an appropriate certificate.

Reference! The certificate will not be needed for citizens of Uzbekistan who have a certificate of secondary education issued in the USSR before 1991.

These requirements do not apply to foreigners under 18 years of age and persons over 65 years of age.

Dual citizenship Russia - Uzbekistan

The term “dual citizenship” implies the conclusion of an agreement between two countries, allowing them to be residents of both and defining their rights and obligations. There is no agreement between the states, but this does not mean that an Uzbek will not be able to obtain a Russian passport.

The legislation of Uzbekistan establishes a procedure in which no other citizenship is recognized for a resident of this republic (Article 10 of the Law on Citizenship). At the same time, to obtain a Russian passport, you do not need to renounce your Uzbek document. Thus, a person can have rights from both countries at the same time.

How to prepare documents

Regardless of whether citizenship is issued on a general basis or according to a simplified scheme, migrants from Uzbekistan must first of all prepare a basic package of documents:

General procedure

You can apply for citizenship without benefits if you have a residence permit and comply with the terms of your stay in the Russian Federation. To accept citizenship under general conditions, a migrant from Uzbekistan must go through three stages established by law and fulfill all the conditions for each of them.

Step 1. RVP

At the very beginning, the foreigner receives the right to stay within the country for a limited period. Such a permit allows you to stay in the state for no more than three years. Once the time has expired, the permit cannot be renewed.

The number of documents issued is determined by quotas set by the government annually.

Beyond the limit, only the following categories of migrants can receive a temporary residence permit:

  • Direct relatives of Russian citizens who have disabled status and need constant care;
  • People born in the Soviet Union on the territory of the RSFSR (having all supporting documents);
  • Foreigners who entered into a marriage with a resident of Russia.

Step 2. Residence permit

Next, the foreigner must take care of obtaining a permanent residence permit within the state border of the Russian Federation. This must be done at least 6 months before the expiration of the temporary residence permit. The residence permit is issued for a period of 5 years with the possibility of extension. Such a document allows you not only to live and work in Russia, but also to travel outside its borders without restrictions.

Step 3. Citizenship

Having lived in the country for 5 years with a residence permit status, a foreigner has the opportunity to submit an application for citizenship. During the period of consideration of the application, it is advisable for the migrant not to travel beyond the Russian border for more than three months.

Next, the migrant needs to collect the entire package of documents and bring them into proper form. Old, unreadable documents should be replaced or duplicated. Certificates in Uzbek must be translated into Russian and the translation certified by a notary.

With the prepared papers, the migrant applies to the department of the Ministry of Internal Affairs or the multifunctional center at the place of registration.

An MFC employee will check the documents and, if necessary, point out errors. After this, an inventory of the papers will be carried out. The applicant will be given a certificate stating that his application is being considered.

Participation in the program

One of the most popular ways to obtain Russian citizenship under a simplified scheme is to participate in the resettlement program for compatriots. To do this, the migrant must submit an application to the Russian Embassy in Uzbekistan. If a foreigner already lives in the Russian Federation, the application is submitted to the Migration Department. You can apply for participation in the program while in Russia if you have a valid temporary residence permit or residence permit.

The application will be studied for approximately 2 months. If the decision is positive, the applicant receives a certificate.

With the received document, the migrant and his family travel to their designated place of residence and register with the migration authorities. Afterwards, the program participant can apply for a temporary residence permit. The permit is issued outside of quotas for a period of 3 years without the right of extension.

Having received the document, the migrant must register at his place of residence within seven days. Immediately after registration, you can submit an application for citizenship. The further procedure does not differ from the general one.

The list of papers depends on the specific case, but there is a general list.

  • Certificate of education, diploma (with notarized translation).
  • A work book or a certificate of income or a certificate of availability of a bank account is any document confirming the availability of funds for living.
  • Consent of a child over 14 years of age. For young children - consent of both parents.
  • Receipt for payment of state duty - 3500 rubles.
  • Certificate with test results in the Russian language. If an Uzbek migrant studied in Russian educational institutions, then it is not necessary to take the test. Knowledge of the language is confirmed by a diploma. The exam is not taken by native Russian speakers, children under 18 years of age, men over 65 years of age, women over 60 years of age, and incapacitated citizens.

All documents in foreign languages ​​are translated into Russian. The translation is certified by a notary. A complete list of papers for a specific case should be obtained from the territorial migration service office at your place of residence.

A citizen of Uzbekistan who wishes to obtain Russian citizenship submits an application to the local branch of the migration service at his place of residence. Those who live outside the country should contact the Russian embassy/consulate at their place of residence.

Acceptance of citizenship

The applicant will be notified in writing of the decision. As a rule, the decision is sent by mail to the place of registration. The last step after receiving the notice is to take the oath. Only after this procedure does an Uzbek become a citizen of Russia. Refusal of the oath is tantamount to renunciation of citizenship.

Deadlines for obtaining citizenship

When issued in a general manner, the entire process takes more than 8 years. In case of marriage with a Russian citizen, the period is reduced by 3 years. Under the compatriots program, registration can be completed in less than a year.

An application for citizenship can be processed within 12 months.

Upon arrival in the Russian Federation for a long stay, migrants apply for temporary registration.
