In Russia, two types of passports are issued: old-style and biometric. A foreign passport with electronic media was introduced on October 19, 2005, and since July 2013, an additional parameter in the form of fingerprints has appeared in the document. At first, such documents were issued only in Moscow, St. Petersburg, Moscow Region and Leningrad Region, but since 2015, all residents of the Russian Federation have gained access to them.

Let us immediately note that official urgent registration of a foreign passport is not provided. When applying independently to the Ministry of Internal Affairs, MFC or receiving a document through State Services, the following deadlines apply:

  • 30 days - when submitting documentation to your registration address;
  • 120 days - in case of transfer of documents at the place of actual residence / location, if it does not correspond to the official registration data.

For example, if you live in St. Petersburg and submit a request there, but are registered in Moscow, you will have to wait for a passport to be issued for 3 months. This means that bureaucratic procedures must begin about 5-6 months before leaving the country.

In this case, the issuance time is from 3 days depending on the payment. The faster the work is completed, the higher the cost of services.

Documentation

To quickly obtain a passport and avoid delays, it is important to prepare a package of documents in advance. It depends on the age of the person.

Upon reaching adulthood:

  • ID card (passport);
  • color or b/w photo;
  • old foreign passport (if available and not yet expired);
  • military ID or certificate from the military commissariat for males 18-27 years old;
  • permission from the commander - for active conscripts;
  • information about changes in full name, if such changes were made.

From 14 to 18 years:

  • birth certificate;
  • color or b/w photo;
  • passport of the child and legal representative;
  • act of guardianship authorities (if there is guardianship).

If a person is under 14, all the documents mentioned above will be required, except for the child’s passport. Additionally, it is necessary to confirm the citizenship of the recipient of the passport. This could be a passport of the mother/father with information about the minor, a birth certificate with a mark on Russian citizenship, etc.

Is it possible to get a passport with temporary registration?

This point is clearly stated in the legislation. Every citizen of Russia has the right to receive a temporary foreign passport, regardless of place of residence and presence of registration. The term “temporary” can be applied to any foreign passport, since the paper is issued for a period of 5 or 10 years. The main condition is the presence of Russian citizenship, which is confirmed by an identity card (passport). Even a citizen without permanent registration or temporary registration in the region of residence can obtain a foreign passport. As already mentioned, the main condition is the presence of Russian citizenship.

How to quickly apply for a passport yourself

In a situation where you urgently need a foreign passport, and there is no desire to contact third-party organizations, you should use the State Services website. In this case, you can do without a personal visit to the Main Department of Migration of the Ministry of Internal Affairs of the Russian Federation or the MFC, wasting time in line and searching for an institution.

All that is required is to fill out an application through State Services, pay the state fee, and subsequently submit the documentation to the authorized body. All procedures take no more than 30 minutes.

Algorithm of actions:

  • Go to the website gosuslugi.ru and register. This is necessary to urgently obtain a foreign passport via the Internet and confirm personal data. Previously, this operation took up to 3-5 days, but today the verification takes no more than 20-30 minutes. To speed up the procedure, you can personally go to the nearest identity confirmation center. Information on the location of such branches can be found on the map - esia.gosuslugi.ru/public/ra/. After confirming your identity, you can begin quickly producing a passport.
  • Go to the “Service Categories” section, and there find the desired section (direct link - gosuslugi.ru/10005). Select the desired document option: biometric or simple.
  • Indicate who needs a foreign passport - an adult, aged 14-18 years, or a child under 14.
  • Select the type of service you receive. To obtain a foreign passport urgently, it is better to indicate the electronic version.
  • Log in to the platform if you have not already done so.
  • Fill out the form and enter the information from the above documentation. Some fields are filled in automatically. Empty fields require you to enter information yourself. If the last name has changed, this must be indicated along with the date when the changes were made. The second citizenship (if any) is also indicated here.
  • Indicate the place of registration of the foreign passport. The delivery time depends on this. If you urgently need to get a foreign passport in Moscow, and you are registered in St. Petersburg, it is better to contact the authorized body in St. Petersburg. In this case, the registration period is up to 30 days.
  • Upload a b/w or color photo. You can also take photos at home. To do this, cover the window with a white sheet and make sure that the face is in full view, and the shoulders, upper part of the head and eyes are at the required level. This photo is used only for the application, and a passport photo will be taken at the Ministry of Internal Affairs or MFC when transferring the documentation.
  • Answer the remaining questions. It is necessary to indicate the type of receipt of a foreign passport (for the first time, instead of an old / damaged / lost one, etc.), describe activities over the past 10 years and answer questions about confidentiality.

After completing these steps, submit your application and wait for the results. After some time, a message is received in your personal account about the receipt of the questionnaire. Here they take photos and inform you about the production time. You must appear within six months. To avoid force majeure, it is recommended to check the existence of debt through the courts through State Services (gosuslugi.ru/10003/1). If you have debts, it is better to pay them off earlier, because it can take up to two weeks to lift the ban.

According to the law, applicants temporarily residing in Russia, as well as citizens of the Russian Federation, must complete the following steps (personal visit) to obtain a foreign passport:

  1. Pay the state fee (you can do it through government services or at a bank/ATM).
  2. Visit the Federal Migration Service at your place of actual residence or the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs of the Russian Federation and submit an application for a foreign passport along with all the necessary documents (the list of documents is also relevant for those citizens who do not have a residence permit at all).
  3. Please wait for your application to be reviewed.

When filling out the application, be extremely accurate and truthful; any discrepancy with the truth may be regarded as providing deliberately false information and you will be denied a passport.

Price

To obtain a foreign passport quickly and inexpensively, you need to act yourself and submit an application at your place of registration. In this case, all manipulations take no more than a month. The cost depends on the type of passport and the place of application.

The state duty is regulated by the Tax Code of the Russian Federation (Article 333.28, Chapter 25.3). When visiting the Main Department of Migration Affairs of the Ministry of Internal Affairs and the MFC in person, it will be:

  • old type abroad - 2000 rubles for adults and 1000 rubles for persons under 14;
  • new generation passport - 5,000 rubles for adults and 2,500 rubles for citizens under 14 years of age.

  • old version - 1400 rubles and 700 rubles for persons from 14 years old and under 14, respectively;
