Rules and regulations of law governing the procedure

The main issues regarding the installation and operation of a gas meter are regulated by the following regulations:

  1. Housing Code of the Russian Federation dated December 29, 2004 No. 188-FZ.
  2. Federal Law “On energy saving and increasing energy efficiency and on introducing amendments to certain legislative acts of the Russian Federation” dated November 23, 2009 N 261-FZ.

Is it necessary or not to install a metering device in an apartment/private house in 2019?

According to the law, starting from 2021, a gas meter must be installed in an apartment or private house if gas is used for heating the premises. As of July 2021, only the organization authorized to carry out this work bears responsibility for failure to install the meter.

Many people wonder what will happen if they do not install a meter. In this case, you will have to pay an administrative fine, the amount of which is:

  • for an official from 20 thousand rubles. up to 30 thousand rubles;
  • for legal entities from 100 thousand rubles. up to 150 thousand rubles. (Article 9.16 of the Code of Administrative Offenses of the Russian Federation).

If there is only a stove in the room

If the house is recognized as unsafe, dilapidated, subject to demolition or major repairs (there are supporting documents for this), then installing a gas meter is not mandatory.

According to Art. 13 of the Federal Law “On Energy Saving and Increasing Energy Efficiency” dated November 23, 2009 N 261-FZ, the metering device may not be installed at facilities where the maximum monthly gas consumption is less than two cubic meters per hour. If the only gas-consuming appliance in your apartment is a stove, then there is no need to install a meter.

If the room has a stove and heating

If the apartment, in addition to a gas stove, has a boiler for heating, then it is necessary to install a meter . In other cases (if gas consumption is less than two cubic meters per hour), the meter can be installed at the request of the owner of the premises.

Is it profitable to install a gas meter in an apartment?

Carrying out work on installing gas equipment is fraught with large financial costs, which vary between 6,000 rubles. Whether this amount will pay off depends on the number of people living in the apartment and the number of gas appliances.

So, if a family uses more than the norm provided by the state, then it makes sense to think about installing individual numerical equipment. If the standards are less than actual use, then it is better to leave everything as is. Who should do this?

Only an organization that has a permit for this type of work has the right to carry out work on installing a gas meter. The owner of the premises is required to purchase the meter and pay for its installation. If the owner refuses to install the meter, then the burden of installing the device falls on the gas service. In this case, the company obtains access to the installation site through the court.

The property owner is required to provide access to the place where the meter needs to be installed. If a meter is forced to be installed, the gas service will charge the owner of the premises all costs for the purchase and installation of a gas appliance.

Rules for installing a gas meter

After receiving all approvals and a preliminary visit of a specialist to the site, the time comes for installation of the equipment, for which the owner of the premises must provide free access to the installation site. When installing a gas flow meter, the following conditions must be met:

  • installation can only be carried out on a solid wall, and a minimum distance from the floor (or from the ground) of at least 1,600 mm must be maintained;
  • the flow meter can be installed in a room with good ventilation (natural or forced);
  • the minimum distance from the meter to the nearest burner must be at least 800 mm;
  • It is prohibited to install the meter in a residential area, as well as: in the corridor, on the landing, in the bathroom, toilet, etc. Most often, installation is carried out in the kitchen, since this room has ventilation and, in addition, it is where gas equipment is usually located.

Sealing the gas meter and putting it into operation

After installation has been completed, the gas meter must be put into operation, and before that, it must be sealed. This operation is mandatory and is aimed at protecting against external interference in the operation of the flow meter. It is important to consider that sealing of devices can be carried out both by representatives of the gas supply company and by specialists from licensed organizations.

The procedure itself is a check of the correct installation of the meter and the installation of a special seal at the point where the meter is connected to the gas pipe. If the installation of a gas meter was carried out by a commercial organization that has the appropriate accreditation, then the device can be sealed immediately after installation is completed. And if this procedure is entrusted to representatives of the gas supplying organization, you must first submit an application, the review period of which is on average 5-7 days, and only after that the meter will be sealed. But we must pay attention that if the meter is initially sealed, this service is free. But at the same time, installing a gas meter

is carried out at commercial rates, which are calculated by each organization independently, so
the price of
equipment installation may vary from company to company.

The commissioning procedure is the process of checking the operating condition of the meter and the integrity of the seal, as well as confirming the verification of the device if the new date has not yet arrived.

Please note that replacing the gas meter

not much different from the initial installation of the device in technical terms. In addition, sealing and commissioning are carried out according to the same algorithm.

Can I install it myself?

You cannot install a gas meter yourself - only organizations that have received a special permit can carry out this work. Decree of the Government of the Russian Federation No. 410 of May 14, 2013 “On measures to ensure safety during the use and maintenance of in-house and intra-apartment gas equipment” defines a narrow circle of companies that can carry out work with gas equipment.

Unauthorized intervention in the gas system implies an unambiguous shutdown of gas to the owner. The gas supply service will submit an application to the internal affairs authorities to bring the violator to administrative responsibility in accordance with Art. 7.19 Code of Administrative Offenses of the Russian Federation. The amount of an administrative fine for an individual will be from 10 thousand rubles. up to 15 thousand rubles.

There is also criminal liability for unauthorized connection of gas appliances and devices. According to Part 3 of Art. 158 of the Criminal Code of the Russian Federation, the punishment will be either a fine in the amount of 100 thousand rubles. up to 500 thousand rubles, or forced labor for up to 5 years, or imprisonment for up to 6 years.

How to proceed?

Where to contact?

The gas meter installation service can be provided by the gas service. But you can choose a third-party organization that will do this work. What documents need to be prepared?

To submit an application for installation of a gas meter, you must submit the following documents:

  • passport of the owner of the premises;
  • documents confirming ownership;
  • written consent of all co-owners (if any);

The gas supply organization may ask for additional documents not included in the list (a certificate of the number of people registered in the premises, a power of attorney if the owner of the apartment has transferred his powers to a relative, a gas supply agreement, etc.).

Correct preparation of the application

With all the necessary documents, you can submit an application. The form indicates:

  • passport details of the owner of the premises;
  • address where the meter will be installed;
  • list of gas consuming equipment;
  • meter data (brand, manufacturer, date of issue).

The application, along with copies of documents, is submitted to the gas service. Based on the inspection and application, the gas service will draw up an estimate for the work and provide a receipt for payment. After payment, all that remains is to agree on the date and time of installation of the meter.

Deadlines

According to the Order of the Ministry of Energy of Russia dated April 7, 2010 N 149, the application must be considered by the gas service within 3 days . The contractor is given 10 days by the same Order to inspect the premises to check the technical feasibility of installing the metering device.

Within 15 days after the inspection, technical specifications are drawn up and a contract for the installation of a gas meter is drawn up. The same period is given to the owner of the premises to familiarize himself with the terms of the contract. The installation period for the metering device is specified in the contract.

Who pays for the work and what is the cost?

According to Art. 158 of the Housing Code of the Russian Federation, the owner is obliged to bear the costs of maintaining the premises, that is, the purchase and installation of a meter is his concern. Decree of the Government of the Russian Federation dated July 21, 2008 No. 549 “On the procedure for supplying gas to meet the household needs of citizens” (clause 12) clarifies that it is the applicant’s responsibility to ensure the availability of a gas meter.

If the premises are municipally owned, then the municipality is obliged to provide it with a metering device.

The cost of providing housing with a gas meter consists of the costs of purchasing the device itself and its installation.

The price of the meter depends on its capacity and manufacturer. Installation costs will be determined by the conditions, list of required work and related materials. Will be taken into account:

  • location of all gas appliances;
  • the need for welding work;
  • the length of the pipes where the meter is installed;
  • the need for additional fittings, etc.

As of August 2021, the estimated cost of installing a gas meter in an apartment with a gas stove is from 3 thousand rubles. up to 5 thousand rubles If other gas equipment is installed, then the cost of installing the device doubles.

Is it possible not to pay and are there any benefits for pensioners?

There are no federal programs for free or discounted meter installation. That is, pensioners, disabled people, and low-income families must purchase and install the device at their own expense. Preferential categories of citizens can contact the social protection authorities at their place of residence.

Specialists will advise on current regional subsidy programs, a list of necessary documents to reimburse the costs of installing a metering device in full or in part.

Federal Law No. 261-FZ of November 23, 2009 “On energy saving and increasing energy efficiency and on introducing amendments to certain legislative acts of the Russian Federation” allows you to install the meter in installments for five years (clause 9 of article 13).

Nuances for a private home

If everything is clear with an apartment meter, how to choose a gas meter for a private home? You need to choose a device based on bandwidth. Its maximum value according to the passport should be higher than the total consumption of all gas appliances.

Can the device be placed outdoors?

You can install a meter on the street by agreement with the gas service. Experts will insist on installing a device with a thermal corrector, which will provide more accurate readings. A gas meter with an additional device will cost twice as much as a regular one.

It is necessary to select a device that will be placed outdoors taking into account the maximum temperatures characteristic of the region. If the minimum temperatures in the region are lower than those indicated in the passport, then such a device will not be suitable. Even if the gas service does not insist on placing the meter in a box, it is better to provide for it. The box will protect the device from direct sunlight, precipitation and mechanical impact.

How to choose a gas meter

Despite the fact that in order to approve the project for installing a metering device, it is necessary to provide a data sheet for the flow meter, the choice of equipment should be made only after consultation with specialists. You should definitely inquire about the list of approved devices, since unlicensed devices will not be put into operation.

In order to select a flow meter, you should take into account its technical characteristics, especially paying attention to two criteria: throughput and type of device.

The first criterion depends on the number and power of gas appliances installed in the house. For one slab, for example, a throughput of 1.6 m3/hour is sufficient. This parameter is indicated on the front panel and can be found out by looking at the value indicated after the letter “G”, that is, in this case you need a device marked G1.6.

The choice of meter depends on the throughput of gas appliances. For example, if for a gas stove it ranges from 0.015 to 1.2 m3/hour, then a meter with parameters of 1.6 m3/hour is optimal. If several devices are installed and operated, then the minimum values ​​of the least powerful and the maximum data of the highest consumption should be taken into account. But you need to take into account that choosing an ideal flow meter for such a requirement is often an impossible task, so maximum values ​​are taken into account. For example, if the minimum consumption of the stove is 0.015 m3/hour, and the maximum throughput of the boiler is 3.6 m3/hour, then you should purchase a meter marked G4.

However, it is imperative to take into account the fact that the meter will be allowed to be installed if the deviation in the minimum value does not exceed 0.005 m3/hour. Otherwise, it may be necessary to install separate metering devices and, as a result, maintain two separate personal accounts.

Main types of household gas meters

When choosing a meter, you should definitely take into account its type, which determines the principle of its operation, as well as the accuracy of the data obtained. Based on this criterion, individual consumers can choose devices:

  • membrane These gas meters are distinguished by their low price, high reliability and completely reliable values. But they are very noisy devices;
  • rotary devices. These devices are popular because of their compact size and fairly low price, but they have a short service life and are not highly accurate in the measurements obtained;
  • ultrasonic devices. These meters are electronic devices and have high measurement accuracy. They are quite compact, silent and can be integrated into an overall system for remote data transfer.

Also, when choosing a gas meter, you should take into account its installation location, since these devices are right- and left-handed. It is also necessary to take into account what section of the pipe the installation will be carried out on: horizontal or vertical. You also need to decide on the location of the gas meter: in the house, in a warm, heated room, or on the street. In the latter case, you should buy a device with thermal correction, as evidenced by the letter “T” on the front panel of the device, indicated next to the throughput of the device.

Particular attention should be paid to the date of manufacture of the meter, since it is the starting point for determining the calibration interval, which is individual and ranges from 3 to 15 years.

What do you get after the procedure?

The specialist who carried out the work checks the functionality of the device and draws up an installation certificate. This document is drawn up in two copies, one of which remains with the owner of the property, the second is taken by the contractor.

The act specifies:

  • place and date of installation of the meter;

  • data of the specialist who carried out the installation;
  • indicators at the time of installation;
  • smooth operation of the mechanism;

Registration

With a signed installation certificate and a technical passport for the meter, the home owner contacts the management company or gas service to register the device. The initial meter readings are recorded here, since during installation the functionality of the meter was checked.

How long does it take to seal a gas meter?

After the initial installation of the meter, its verification, replacement, or if the seal is broken, it is necessary to carry out a seal. The following describes how to properly seal the device.

Primary installation

After the initial installation, the certificate of work completed, along with a contract for servicing gas equipment and an application for sealing, must be submitted to the gas service. Within 5 working days, the seal must be installed (clause 22 of the Decree of the Government of the Russian Federation of July 21, 2008 N 549 “On the procedure for supplying gas to meet the household needs of citizens”).

Verification or replacement

When replacing or checking a metering device, it is necessary to submit an application to the gas supply organization to remove the seal and dismantle the device. After installing a new meter or installing an old one, upon application, sealing is carried out within 5 working days (clause 22 of the Decree of the Government of the Russian Federation of July 21, 2008 N 549 “On the procedure for supplying gas to meet the household needs of citizens”).

As a result of a violation of integrity or failure

If the factory seal was damaged and the owner reported the event to the gas supplier, then a mandatory inspection of the meter is carried out and a report of violation of the integrity of the seal is drawn up.

If interference with the operation of the metering device is not detected, then after the application is submitted by the owner of the premises, sealing will be carried out within 5 working days.

Important questions

Service life of a gas meter?

All metering devices have technical passports, which reflect their main properties and characteristics, including useful time of use. It will be different for different models and brands.

Most meters are designed for a service life of about 20 years; regarding your meter, this information can be found in the accompanying documents.

IMPORTANT: the service life is not counted from the moment of installation, but from the date of its release.

When do you need to change your meter?

Replacement occurs only after official confirmation of the impossibility of its further use by gas service specialists. After the next inspection, a certificate of impossibility of further operation may be issued, or the owners may initiate an inspection themselves.

Each inspection is accompanied by installing a new seal on the metering device and entering its date into the technical passport of the device. After which the metering device is sent for inspection.

Such an analysis can take up to several weeks, during which payment for gas use will be carried out based on average tariffs, taking into account the area of ​​the premises and the number of registered citizens. Replacing a meter will technically take place in the same way as installing a new one, with the provision of a similar set of documents.

IMPORTANT: readings from instruments that are not sealed in a timely manner may not be accepted for payment.

What if the device breaks down?

Gas meters, like any devices, tend to fail. Electronic meters may not display readings on the screen or may be partially displayed. In any devices, the readings may freeze and will not change for a long time; there may be a slight gas leak at the mounting points.

Concealing the fact of violation of the integrity of the seal and equipment malfunction can lead to serious consequences. If the gas service specialists discover this fact, the payment for the service for the last 6 months will be recalculated.

If the deadline for installing a new meter has been missed?

The homeowner is responsible for ensuring compliance with the deadlines for updating gas and other appliances, as well as for observing inspection intervals.

If this fact is discovered by gas service specialists, the already paid services for the last six months will be recalculated according to average standards, based on the area of ​​the premises and the number of registered residents.

Is it paid or free?
