My child is allergic, so I was very careful when choosing a kindergarten. It was important for us that it was clean, without carpets, dust collectors, with ventilation, with bactericidal lamps, with its own kitchen and selection of an individual menu. Of course, education is also important. I myself do a lot of work with my child, so I wanted a strong program. And everything suited me and now suits me in the “City of Friends”, we have been going for more than a year! The food is good and varied, even those of us with allergies can be picked up late, without any complaints. By the way, the garden is open until 20-00, which is also rare. Besides everything, there is a very good, kind atmosphere inside the garden. Thanks everyone! We are glad to be with you!

Not only the rules for assigning children to kindergartens are clearly stated, but also a list of papers that must be provided. When submitting an application to a municipal kindergarten, you must indicate exactly the address where the child actually lives (not registered!).

How to place a child in kindergarten without registration? When there is no registration, but you really need to get into kindergarten, there are the following options if there are vacancies for potential pupils of municipal nurseries or kindergartens:

As mentioned above, it is almost impossible to get a place in kindergarten without registration for residents of cities with a special status (Moscow and St. Petersburg), but for residents of other regions of Russia, registration is not a decisive factor when admitting a child to kindergarten, although in practice there may also be problems.

After reviewing these documents, we can come to the conclusion that Russian legislation requires parents to submit information about the child’s registered address. It is important to note that it is the place of residence, and not the place of residence, that must be indicated, that is, there must be a certificate of official registration.

The first question that interests most parents is when is the best time to get on the waiting list for kindergarten.

Considering that the problem with the lack of places in these organizations is under the control of the city and country authorities, it remains relevant for many Muscovites.

Therefore, it is recommended to seek help as early as possible.

The best time to apply is in the first months of the baby’s life, then the chance of getting a ticket on time is minimized.

Parents of a minor who have a permanent residence permit in the metropolis can apply at any time to receive a voucher to a preschool organization. The paper indicates a priority institution located in the area where the family lives.

When moving, citizens are allowed to change this data, but the queue for a voucher to a preschool educational institution will remain the same.

You can check the queue for kindergarten through the Internet portal.

In order to find out how fast it moves, you should go to the resource and enter the following data:

  • Full name of the minor;
  • metric number;
  • date of birth.

Regulations for queuing up for kindergarten

Organization of admission to kindergarten at the place of residence is carried out according to certain regulations. The priority is influenced by the “preference category”. A child from list “A” is considered to be born into a family:

  • civil servants;
  • large;
  • where the mother has not completed her studies or is raising a child without a father;
  • liquidators of the Chernobyl accident;
  • disabled people of groups 1 and 2;
  • where children are raised by one working parent.

Of course, documentary evidence of the application of these benefits is required. These children are registered out of turn without regard to registration. Then children are accepted into kindergarten by registration, then others who have submitted an application (category “B”).

How to Get into the Garden with Temporary Registration in Moscow in 2021

In order to get a place in a preschool institution, you must provide a document confirming the registration of the child at the place of residence. Without it, you won’t be able to get a ticket to a kindergarten in Moscow.

When submitting an application, parents of a minor can indicate up to three priority preschool organizations.

But most likely the voucher will be received at an institution that is attached to the child’s area of residence.

The increased birth rate has led to a shortage of places in preschool educational institutions. Therefore, parents should figure out in advance how to properly enroll their child in kindergarten in Moscow in 2021.

My eldest son fortunately ended up in kindergarten in 2021 with temporary registration (registration in the Moscow Region), and in 2021 we moved to my husband in another area and it became very difficult to take him to kindergarten, plus a second daughter appeared. I foolishly took him from the kindergarten, we also received temporary registration in the district from my husband at the beginning of 16, we are still waiting in line, they keep throwing him forward and back. And the situation with my daughter is no better, despite her Moscow registration. Maybe, of course, this is due to the fact that we are waiting for a place in the Civil Command, but over the last month we have also been promoted quite a lot. And this despite the fact that I already have three children. From my husband there are only two younger ones, the eldest and I are registered in the region and as a result, I am also not a mother of many children either in Moscow or in the Moscow Region and do not have benefits at least for the younger ones.

Therefore, parents should figure out in advance how to properly enroll their child in kindergarten in Moscow in 2021. For the convenience of citizens, several ways to perform the action have been developed today. The choice of the appropriate one depends on the convenience of the parents of the minor citizen.

The state has established that the duration of the entire procedure should not exceed 3 working days. The period will increase if the parents have submitted an incomplete package of documents. You just have to take into account that up to the age of 14, a child can only be registered at the address where his parents are registered.

Sometimes the place of registration ideally coincides with the territory associated with the kindergarten, but in the institution itself the enrollment has already ended and the child was not accepted. In such cases, parents need to defend their rights.

Refusals to register a child in a child care center are possible. Here, parents need to clarify the reasons for the lack of places. There are frequent cases of refusal precisely because of the lack of temporary registration. However, there is a way out here too. How to get to kindergarten without temporary registration? The baby will be accepted without registration if:

present a document confirming the fact of residence in the area - a rental or rental agreement; seize the moment when a place becomes available in a nearby kindergarten and they can take a child without registration, but on the terms of providing sponsorship; try to get a job in a kindergarten where I can take the baby; private children's institution; other forms of private child care institutions.

According to the Civil Code, young children can only be registered with their parents. Those. a child can only be registered at the address where his father and mother, or one of the parents, reside.

Children with temporary registration are allocated a limited number of places (about 2021), which is very small for cities with a million population. Therefore, parents can only rely on benefits or place their child in a private kindergarten.

Options for getting a place in kindergarten without permanent registration

Problems with admission to a preschool educational institution may arise if:

  • there is no permanent registration;
  • the actual place of residence does not coincide with what is indicated in the passport;
  • the selected institution is located in another district or city.

Below are described the ways in which it is possible to take your child to the preschool institution that you have chosen without having a permanent residence permit.

Entering kindergarten without registration

Temporary registration

Registration at the place of residence in the area where the garden is located is the best option. It is enough for one of the parents to register so that the minor has the opportunity to register at the same address.

You cannot register one child. According to the law (Civil Code of the Russian Federation, Article 20, paragraph 2), a child under 14 years of age must live with one of the parents. The owner of the property cannot object to registering the child at the place of registration of his parent.

Therefore, if the parent himself does not have a residence permit in the place of his actual residence, then he must first obtain one. In this case, when applying for temporary registration, the presence of the owner of the living space is mandatory. When the parent is registered, the child is registered without the consent of the owner of the property.

What is your registration?

Registration at the place of residenceRegistration at the place of stay

If you have a notarized lease agreement, then you can obtain temporary registration without the consent of the owner of the premises.

If you have temporary registration, you can submit documents to enroll your child in kindergarten. This does not mean that the baby will be able to go to kindergarten right away. He will be put on a waiting list. When a free place becomes available, parents will be notified.

  • single mothers;
  • whose siblings already attend preschool groups of this institution;
  • employees of state preschool educational institutions.

The list of benefits in each city may differ, as they are determined by the city administration based on currently existing federal laws.

Getting a sponsorship spot

When enrolling in a preschool educational institution, it is possible to pay for a place, called “Sponsorship”. The manager gives a list of what is needed for the institution. You provide the kindergarten with what it needs and in return your child is given a place.

From the experience of modern mothers, we can say that voluntary sponsorship of 10 thousand rubles and more is widespread everywhere. Therefore, in order to count on a place in kindergarten, the amount of the contribution must be significant. Is this considered a bribe and something illegal? Rather yes than no.

Private institution

If there are no places in a budgetary public garden, you can find a way out by paying for a private organization. There are a lot of such gardens at the moment. Prices vary. When enrolling, no one will ask for registration and you will not need to wait for a place to become available.

To Kindergarten With Temporary Registration In Moscow 2021

In a telephone conversation with the head of the Department, the word “petition” was mentioned, in connection with which another question was asked: is there any other clue in the form of a petition from the place of work, a DDU or a register of defrauded shareholders, or ... that could help us in obtaining places in kindergarten? The city authorities have advanced further than anyone else in automating the provision of public services. Thus, registration for kindergarten in Moscow is carried out by district information support services. In 2021, the data immediately goes into the electronic list, so the priority is the same for each preschool institution (preschool institution).

Our daughter goes to kindergarten in our village. When we considered Bristol as one of the options, we chose it primarily because of its convenient access to Moscow, since we were going to take our child to a city kindergarten. And imagine our joy when it turned out that there was already a kindergarten in Bristol!

I am moving to Moscow for permanent residence with a 5-year-old child. We will have a temporary registration; it is not possible to make a permanent one. Is it really possible to get into kindergarten right away? I'm interested in the South-Western Administrative District. I read opposite answers on different forums. Friends from Rostov were unable to place their child in kindergarten. But I see that all sorts of Tajiks and so on go to the gardens.

The Moscow registration will only be available in a year, I’m thinking, should I bother going to my little one’s hometown for registration or will it lead to nothing? The queues are long and long, there are a lot of people. The baby is only a month old, but we have to think about what will happen in a year.

If you want to find out how to solve your particular problem, contact a consultant:. If we are not talking about private institutions, in which registration most often does not play a role, then the child will need a temporary registration, according to which he will be accepted into kindergarten.

The Waldorf program teaches children to explore and learn about the world, take initiative and develop creative talents. Strogino, Shchukino, Mitino, Zelenograd. From 1 year. Extended program. Swimming pool, clubs, speech therapist, psychologist.

For stay in a state or municipal kindergarten, no fee is charged for children with disabilities, orphans, under guardianship or with tuberculosis intoxication. Commercial educational preschool institutions have the right to receive payment and determine preferential categories for full or partial exemption from payment.

A queue is formed from these groups. Beneficiaries at the federal level come first, then at the municipal level. The distribution also takes into account the age category. When a place is freed up in the preschool educational institution, the system selects an application with the corresponding date of receipt, taking into account the specified algorithm.

During the application process, you will be able to select from one to three educational organizations with preschool groups in which you want to enroll your child, the first of which will be priority, the other two will be additional, and indicate the desired year of admission. In the application, you can separately note the wish for the child to attend a short-stay group.

  • details of a medical report issued by the Moscow healthcare system;
  • information about the applicant (parent/legal representative) and child, contact details;
  • the name of the educational organization if the child is studying in an educational organization located on the territory of the city of Moscow.

In cases where a parent receives a refusal from the kindergarten management to accept documents due to territorial affiliation, this situation is completely legal and justified. Since in this case they are guided by Order of the Ministry of Education and Science of the Russian Federation dated February 15, 2012 No. 107, which clearly states the admission procedure and, first of all, children are admitted who, by registration, belong to this institution.

If a family rents living space and has an apartment rental agreement, it will become the basis for admitting the child to kindergarten. But if you have such an agreement, you should contact the local education department, where the child will be put on a waiting list based on actual residence.

But temporarily registering a child for school or kindergarten is a simpler method. It does not require permission from the guardianship and trusteeship authorities; there is no need to discharge the future student. That is why it is worth paying attention to this scenario.

That is why it is recommended to resolve the issue peacefully. There are two options here - either change the child’s permanent registration (which is not very convenient and not always possible), or make temporary registration. The second option is most valued.

In order to answer the question of whether registration is needed for a kindergarten where you do not have registration, we will consider the package of documents. When submitting an application, the child’s parents confirm the data with documents.

  • general developmental, most work in this area;
  • health-improving, characterized by increased attention to the child’s health and constant alternation of preventive measures.
  • compensatory, for children with disabilities, both physical and mental;
  • intellectual, work on programs of enhanced mental development;
  • combined, combine the advantages of general developmental, health-improving or intellectual kindergartens.

What does the legislation say about this?

The procedure for admission to kindergartens is regulated by the following regulations:

  • Law on Education in the Russian Federation No. 273-FZ (last amended on July 13, 2015);
  • Order of the Ministry of Education and Science of the Russian Federation No. 293 of April 8, 2014

It is the latter who clearly prescribes not only the admission rules, but also the list of necessary documentation. So, in addition to such data as name, date and place of birth, in the application for admission of a child to a municipal preschool institution, it is required to indicate the child’s place of residence.

Please note, place of residence, not registration, that is, the address where the child lives primarily or permanently. In addition, paragraph 11 of the same order states that the requirement to provide other documents not specified in the normative act is not allowed.

This is interesting : despite Order No. 293, Moscow has its own procedure for admission to Moscow kindergartens. It is enshrined in Order No. 1310 of August 31, 2010 of the Moscow Department of Education. According to it, children with permanent Moscow registration have priority for admission to preschool institutions. And this is not a violation of Russian legislation, since our capital is a city of federal significance (Article 65 of the Constitution of the Russian Federation) and has a special legal status.

Moscow kindergartens: how to get into one of them if registration is temporary

In 2011, in Moscow, those awaiting admission to kindergarten were divided into two groups:

  • for those with permanent registration;
  • for those registered in the capital temporarily.

For the second group, the number of places in preschool institutions is limited. According to the capital's education department, in 2016 no more than two thousand were allocated. In a city with a population of millions, this is extremely small. Only families with benefits will be able to place a child in a preschool educational institution, if they have a temporary registration.

  1. Children raised by a single father or mother can apply for a quick place in a preschool institution. It is mandatory that parents are employed.
  2. Beneficiaries include those families whose parents study in Moscow, but have a permanent residence permit in another city.
  3. Children of law enforcement officers and the judicial system. Children from military families are also conditionally included in this category.
  4. Adopted children (as well as those under guardianship) can also apply for a place in a preschool educational institution out of turn. Children whose parents have orphan status or have lost their breadwinner are equated to this category.
  5. Specialized educational institutions in Moscow accept children with disabilities into temporary places.
  6. If the parents in the family have a disability group, then the child can also be placed in a preschool institution out of turn.
  7. Those participating in the resettlement program can also apply for an extraordinary place in a preschool educational institution. Please note that the relaxations apply only to internally displaced persons.

If you live in Moscow and do not yet have permanent registration and benefits, then the chances of getting a place are very small. At the same time, it is possible to place a child in a preschool educational institution only for as long as the registration is valid. If the temporary registration period has expired, the child cannot go to kindergarten; his place goes to someone else on the waiting list. If you want your child to regularly attend kindergarten before entering school, try to obtain registration for 5 years, and a month before its expiration, contact the property owner for an extension.

Another difficulty may arise if the temporary registration address does not coincide with the place of actual residence. This often happens if registration was done by relatives living on the other side of the city. In Moscow, as in any other metropolis, it is quite problematic to take a child to another area, so rent an apartment only under a rental agreement; it will need to be submitted to the education department.

In densely populated areas, with a large number of applicants for places in preschool educational institutions, it will be more difficult to place a child. First of all, they accommodate children with permanent registration and benefits, of which there are enough in Moscow. The distribution of places among children with temporary registration occurs on a residual basis.

Meanwhile, there has been a confrontation between the contenders in Moscow for 5 years now. It was aggravated by the introduction of the second stage and the division of the territory. Human rights activists first of all overturned the unpopular decision of the authorities by appealing to the Constitution. However, we encountered a problem - preschool education in our country is not compulsory. Most often, children with temporary registration are advised to look for a place in a private kindergarten, since a municipal place may not be given until school.

Concerned parents are taking all measures to enroll their children in kindergarten. Several thousand requests were recorded in 2015:

  • to the prosecutor's office;
  • Department of Education;
  • to the president;
  • district OSIP.

As a rule, the answer from any of these services is standard - there are no places, wait your turn, but it’s worth trying your luck. In any case, you will attract attention and, perhaps, you will be able to get your child into kindergarten faster.

On the one hand, the approach to forming queues is clear. Those temporarily registered in Moscow, as a rule, come to work or study. They can go back at any time and the place will simply be unclaimed, which will lead to the need to do additional work to form a queue. At the same time, it is important for those who want to work to send their child to preschool as soon as possible in order to go to work.

Most often, users on the Internet recommend purchasing a permanent residence permit in one of the many “rubber” apartments in Moscow or asking relatives to register not temporarily. This is the easiest way to place a child in any metropolitan kindergarten. However, this method cannot be called viable. Such registration can cost up to 150 thousand rubles, and migration services have the right to challenge it. Relatives are also not always ready to register one more person with them on a permanent basis, as they fear an increase in utility bills and attempts to take away the living space.

For those who do not have benefits, but have temporary registration, you can try to go another way - to obtain a petition from the employer. This measure is not suitable for everyone, but only for those employed at an official place of work, who have excellent relations with their superiors and who perform their job duties well. Please note that the petition includes some specifics:

  • drawn up on stamped paper (or standard company letterhead with details);
  • has the director’s handwritten signature;
  • endorsed with a seal.

With the document signed by the general director of your company, you should go to an appointment with the Department of Education in Moscow. You need to make an appointment there in advance, so first agree on an appointment date, and then prepare your application.

Once your paper is accepted, it will take one to two months for it to be reviewed. The chances of a positive outcome are minimal, but they exist. Education department specialists have noticed that they most often accommodate those who work in the public sector or large companies. If the application helps you get a place for your child in a preschool educational institution, you will have the opportunity to choose a priority kindergarten that is geographically convenient.

Changing jobs is also often used to place a child in a preschool institution in Moscow. To do this, one of the parents with temporary registration:

  • looking for a job in law enforcement;
  • trying to find a job in a kindergarten.

These methods are among the most reliable, since in this case vouchers are issued almost immediately. However, to work in the judicial system or the police, special education is often required, and there are now practically no vacancies left in preschool educational institutions. Mothers are even willing to do difficult and difficult work so that their child can receive preschool education.

There are several activist groups in Moscow who are ready to help parents with temporary registration defend their rights. One of the most famous is RDDDO (Russian children - affordable preschool education). The leader of this movement bases his defense of the rights of preschoolers on violations of the Federal Law “On Education”, according to which:

  • the availability of kindergartens for every child is guaranteed;
  • places are available from two months of age;
  • there should be no exceptions for children without registration or with poor health;
  • Parents are given the right to choose the form of education (no one has the right to impose on you a specific kindergarten, short-stay group or five-day institutions).

The website of this movement has collected many requests from parents with temporary registration. Each request is carefully reviewed by lawyers. They give advice based on the situation. Activists of this movement help collect documents for the prosecutor's office, draw up claims and prepare for court hearings.

It is with the support of human rights defenders that sometimes amazing results can be achieved: attracting public opinion and revealing little-known facts. With the help of activists, almost all residents of the capital with temporary registration learned about the shortage of children in a number of preschool educational institutions in Moscow. This situation has developed in the following areas:

  • Zhulebino;
  • Mitino;
  • Dmitrovsky.

Children who do not have permanent registration could go there, but by order of the capital authorities, vouchers are not issued to those on the second register. Many parents try to achieve the exercise of their rights through the heads of preschool educational institutions, but without a voucher from OSIP it is impossible to go to an understaffed kindergarten.

By law, kindergartens must accept children from two months of age (nursery group). But today very few organizations accept children at this age. Most often, children are enrolled from the age of two (the first junior group).

Parents must first contact preschool institutions and ask at what age they can send their child to kindergarten.

But even if kindergarten is accepted from a very early age (two months), this does not mean that parents are obliged to send their child to this age; they can do this later.

A child is ready for kindergarten if he:

  • reaches out to communicate with other children;
  • speaks well, takes care of himself with little help (goes to the potty, washes his hands, gets dressed, eats);
  • without hysterics, he can be alone for some time, without demanding anyone’s attention, he keeps himself occupied and entertained;
  • there are no contraindications for health reasons (food allergies, abnormalities in the functioning of the nervous system, predisposition to frequent colds, problems with hearing and vision, etc.);
  • All necessary tests have been passed and doctors have passed.

Many families, especially in big cities, rent apartments without any official registration. Mom and dad are registered somewhere in another area of Moscow, St. Petersburg or another large city and do not want to send the baby to kindergarten in “their” areas, which may be located at a considerable distance from the current home. They consider it inappropriate to obtain even temporary registration. There is an unofficial procedure for placement in kindergarten. It is not fixed anywhere, but is used quite often. Check with your nearest kindergarten to see if there are any available places. Queues do not exist in all cities, and it is quite possible that in this case you will be lucky. Talk to the manager and explain the situation. If there are free places, she will gladly take your baby, because she is interested in every child. In educational institutions, per capita funding has been introduced, and an “extra” pupil means receiving additional funds both from the budget and from parental fees. But this option is only possible if there is no queue in the area, and this is not the case everywhere now.

If you have a residence permit in another locality, but in the same region, you can try to get a job in the same kindergarten. There is a chronic shortage of junior teachers and kitchen workers almost everywhere, and managers turn a blind eye to registration. The reason for the constant staff shortage is rather hard work and low wages. But the child will attend the same kindergarten where his mother works.

According to the legislation of the Russian Federation, preschool institutions accept children over the age of 2 years. The main reason for enrolling your child will be to receive a special voucher confirming the child’s right to preschool education. By contacting the district commission, which is responsible for staffing kindergartens, you can choose 3 preschool institutions that your child can approximately attend. The baby will be entered into a single database, and this will be the main confirmation that the account is being maintained and you have joined the queue.

Experts highly recommend not delaying this procedure and registering your child in advance, since today there is a fairly impressive line of people wanting to enroll their child in kindergarten. Therefore, deal with device issues immediately after receiving the birth certificate.

How to temporarily register a child for kindergarten?

With the notification received, you need to go or call the kindergarten and find out what documents need to be prepared in order for the child to be enrolled in his age group. The list of required documents may differ slightly in different regions, but, most often, its list necessarily includes:

  • Application from a parent or person replacing him/her regarding the child’s enrollment in kindergarten;
  • The applicant's passport or other identification document;
  • Child's birth certificate and its copy;
  • Medical certificate about the child’s health from a pediatrician, form No. 026/u;
  • Vaccination card form No. 063/u;
  • Certificate of epidemiological environment form 095/у, which is issued by the local pediatrician. This certificate is valid for three days from the date of issue.
  • Certificate for the pool, if the kindergarten offers recreational swimming classes (form No. 1). This certificate is valid for 6 months;
  • Compulsory health insurance policy and its copy;
  • For beneficiaries, a document that gives the right to benefits in paying for kindergarten.

The head of the preschool institution will invite you to sign a bilateral agreement between you and the preschool institution. The agreement is signed in two copies, one of which is given to the applicant.

Attention! Be prepared for the fact that before entering kindergarten you will need to undergo a medical examination by a number of specialists, take tests and wait for their results.

Many parents were faced with refusal to enroll in a kindergarten if their children did not have registration in the territory assigned to the kindergarten. They often try to achieve justice in court or the prosecutor's office, citing the norms of the Constitution, which guarantee the right of all Russians to education.

In fact, preschool education in Russia is not compulsory, so reference to the Constitution is not appropriate here.

Issues of enrollment in kindergartens are regulated by the Federal Law “On Education” and Order of the Ministry of Education and Science No. 293.

Registration of temporary registration is not subject to state duty. The procedure is absolutely free for Russian and foreign citizens. You will only need to pay for the remote transfer of documents to the regional office of the Main Directorate of the Ministry of Internal Affairs for the issuance of a notarized power of attorney and representation services, when parents are not able to transfer the documents in person.

Very often, parents encounter certain difficulties associated with enrolling their child in kindergarten if he does not have registration at the address to which the kindergarten itself is assigned. As a rule, parents try to achieve justice and find legal grounds and opportunities to place their child in the chosen kindergarten. Many try to do this by appealing to the prosecutor's office or local administrative court. Citizens refer to the legislation of the Russian Federation and, directly, the Constitution.

It is worth noting that preschool education is currently not compulsory, so references to laws may not be appropriate.

Regarding questions about enrolling a child in kindergarten, you should refer to Federal Law No. 293 “On Education”. It specifies the order in which children are enrolled.

Queue for kindergarten in Moscow in 2021

Temporary registration has its own algorithm for designing the procedure itself:

  1. First, parents need to collect a package of documents.
  2. One of the parents must write a statement. It can be submitted either through the government services portal or in person.

It is worth noting that there are cases when a child is required to be admitted to kindergarten even without temporary or permanent registration:

  • private kindergarten;
  • one of the parents is an employee of this kindergarten;
  • military parents;
  • when the parents issued a temporary registration for the child;
  • if the kindergarten is not staffed.

There are also reasons why parents may be prevented from admitting their child to kindergarten. First of all, parents need to find out if there are free places.

Very often they are refused due to the lack of permanent registration.

How to place a child in kindergarten without registration? While there are any rules, there are many exceptions to them. Therefore, there are some options for parents to place their child in kindergarten without having a Certificate of Registration at the place of residence.

Obtaining registration at the place of residence in the area where the desired kindergarten is located is an ideal solution to the problem. If at least one of the parents registers temporarily in the desired area, the child will automatically have the opportunity to register temporarily at the same address.

Therefore, it is worth thinking about registering for at least a year, then the problem will be solved. Temporary registration will give you the right to get on the waiting list and attend a kindergarten near your home.

If you are unable to register in an apartment that your parents rent, you can try to enroll in a kindergarten on the basis of a rental agreement .

By submitting a rental agreement to the education department at your place of residence, you can sign up for a waiting list at the desired kindergarten. The employee forming the queue has the right to put your child on the queue based on this document.

Most kindergartens are experiencing a shortage of junior staff due to not very high wages. But if there is nowhere to put the child, the mother may be left without income at all, or most of her salary will have to be spent on a nanny.

Having started working as a nanny at the desired preschool educational institution , the child’s mother can place him there without any registration. Many women use this technique to place their children in kindergarten, so this option can also be considered.

Do not forget that recently more and more kindergartens have been opened that are not related to the municipal education system . To enroll in a private kindergarten, you do not need to have a residence permit.

There are two types of private preschool educational institutions:

  1. Development centers where children can stay part of the day.
  2. Private kindergartens.

Let us dwell in more detail on the option of placing a child in a private kindergarten . Many parents are wary of such institutions, believing that there is some danger for their child in them.

Allegedly, checks are not carried out in a private kindergarten and a child attending it is in danger. This is actually a misconception .

To open a kindergarten, entrepreneurs undergo a fairly serious check , and the conditions in such institutions meet all sanitary and educational standards.

Inspections of such educational institutions are carried out no less frequently than municipal ones; all of them are under the control of the local education department.

What is the penalty for missing, untimely or fictitious registration?

You should not resort to the services of scammers and pay for a fictitious registration in order to register your child in a kindergarten at your place of residence.
