Is permanent registration necessary if there is temporary registration?

Another document that confirms the fact of a person’s residence at a specific address is a Certificate of Registration at the Place of Residence (Form No. 9), which can be issued upon request in both temporary and permanent registration. As a rule, Form No. 9 is required when completing transactions for the sale of housing, when applying for a job, school, kindergarten, etc.

Required documents

According to the Administrative Regulations, approved by Order of the Federal Migration Service No. 288 of September 11, 2012, when applying for permanent registration you will need a package of documents consisting of:

Passport of a citizen of the Russian Federation or Birth Certificate for children under 14 years of age.
Application for registration (Form 6) – completed when submitting documents.
A document confirming the right to dispose of a property: registration certificate, social tenancy agreement, lease, donation, etc.
Written consent (permission) from the owner of the residential property or an authorized person (for municipal housing) for registration.
