Permanent registration for citizens of the Russian Federation

If permanent registration is implemented in the form of a mark - a stamp in the passport, then confirmation of the registration of temporary location is a special form - Certificate of Registration of Temporary Stay (Form No. 3), and this document can be issued even if there is a valid permanent registration at another address.

Unlike permanent registration, temporary registration is of a notification nature, and its holder does not have any rights to residential property. Permanent registration gives the right to register other members in housing, to express one’s opinion on living conditions, and in some cases to apply for privatization of property.

Another document that confirms the fact of a person’s residence at a specific address is a Certificate of Registration at the Place of Residence (Form No. 9), which can be issued upon request in both temporary and permanent registration. As a rule, Form No. 9 is required when completing transactions for the sale of housing, when applying for a job, school, kindergarten, etc.

How to find out a person’s place of registration by full name

All other registered family members with the same last name are not listed in the phone book. In addition, it is impossible to find out the address of a person with temporary registration. And the worst thing about this method is that the information indicated in such a directory is often irrelevant due to the fact that the citizen could change his place of registration.

Required documents

According to the Administrative Regulations, approved by Order of the Federal Migration Service No. 288 of September 11, 2012, when applying for permanent registration you will need a package of documents consisting of:

  1. Passport of a citizen of the Russian Federation or Birth Certificate for children under 14 years of age.
  2. Application for registration (Form 6) – completed when submitting documents.
  3. A document confirming the right to dispose of a property: registration certificate, social tenancy agreement, lease, donation, etc.
  4. Written consent (permission) from the owner of the residential property or an authorized person (for municipal housing) for registration.

If the answer for this passport is “Invalid”, then this passport is invalid, that is, it is fake or has expired. If it is replaced with a new one, this will also be reflected in the received message “Invalid (REPLACED WITH NEW).” Lack of information about the requested passport (answer: “It is not currently listed in the electronic records of the Federal Migration Service of Russia”) does not mean that the passport is invalid .

Registration procedure

Having prepared the necessary documents, a person intending to register at a specific address applies to one of the departments specializing in the provision of these services.

Today it is:

  • passport offices;
  • territorial departments of the Federal Migration Service;
  • multifunctional centers (MFC);
  • The State Services portal invites Russians to apply for registration online.

Important! When registering a person who is not the owner of the apartment, a mandatory requirement is the physical presence of the owner of the home who gives permission for registration, together with the applicant, at the authorities performing the services.

After submitting documents to the authorized agency, the wait for a passport with a new stamp will take from 3 to 6 days.
