How to fill out an application for a passport at 14 using the new form - an example of filling it out

Russian legislation provides for the initial receipt of a passport after a citizen of the Russian Federation reaches the age of 14 years. The very next day after the teenager’s fourteenth birthday, he needs to attend to submitting certain documents to the migration service in order to be issued an identity passport.

The application period for obtaining a passport is 1 month , otherwise parents previously had to pay a fine in the amount of 1,500 to 2,500 rubles. The child must apply for a passport independently upon reaching 14 years of age, so the parent will be fined under clause 1 of Art. 19.15 of the Code of Administrative Offenses of the Russian Federation is impossible, and a child at this age is not yet subject to administrative liability by virtue of Article 2.3. Code of Administrative Offenses of the Russian Federation (he is not yet 16 years old). Therefore, no one can be fined.

Passport documents

In order to obtain a Russian passport, you must first collect a special package of documents. It is not that big, but some of them may be difficult to provide.

  • Birth certificate . If for some reason it is lost, you need to contact the civil registry office at the place of issue and obtain a duplicate.
  • Document confirming Russian citizenship . Sometimes problems arise with obtaining it. For some time now, a mark indicating Russian citizenship has been placed on the back of the birth certificate. Some people have a special insert about citizenship status on their birth certificate. In other cases, citizenship will need to be confirmed. To do this, parents or legal representatives will need to submit an application to the migration service at their place of residence to obtain citizenship for the child. To do this, you will need one of the following documents: passports of the teenager’s parents (they must be citizens of the Russian Federation and the child (applicant) must be included in their documents)
  • information about registration at the place of residence (in regions in Russia)
  • foreign passport of a teenager.
  • Two photos teenager measuring 35 by 45 millimeters. Both color and black and white images of the face are allowed in the photo, but there are a number of requirements:
      image of the face exclusively from the front, shoulders turned forward
  • the face must occupy at least 80 percent of the total space in the photo
  • there should be no headdress on the head (except for persons whose wearing it is obligatory by religion)
  • if the applicant constantly wears glasses in the photo, he must be depicted wearing them, provided that they do not hide his eyes (not tinted or darkened).
  • Application form for obtaining a Russian Federation passport in the established form (No. 1P). It is issued by an employee of the migration department and filled out by the applicant in his own hand. Last name, first name and patronymic, as well as date and place of birth are written in readable text - block letters. The application must be signed by the person submitting it and the specialist receiving it.
  • Receipt for payment of state duty in the amount of 300 rubles (either the receipt itself or an indication of its details).
  • Information about registration at the place of residence (if you have a residence permit). This could be a certificate of family composition, a house register, a certificate issued by the migration service, etc.
  • Sometimes the Federal Migration Service refuses to issue a passport in the absence of registration. This is illegal, since the issuance of a passport is not made dependent on the citizen’s registration. Such a refusal should be appealed to a higher office of the Federal Migration Service. If this does not help, the issue must be resolved in court.

    Features of obtaining a passport at 14 years old

    Receiving a passport for the first time by a citizen of the Russian Federation has several features in contrast to its replacement or re-issuance.

    • Documents must be submitted to the migration service within 30 days from the date the applicant turns 14 years old.
    • If the deadline for applying for a passport for the first time has been missed, and its recipient is already fifteen, sixteen or more years old, then the procedure for issuing it and the list of documents are the same as indicated above. Only in the application form you need to indicate that it is being obtained “for the first time”, and not in connection with “reaching the age of fourteen”, and if the child is already 16 years old, then he can be brought to administrative responsibility - a fine of 1500-2500 rubles.

    Obtaining a passport for a healthy, capable teenager by proxy is not allowed. The child must contact the migration service in person.

    Within thirty days after reaching 14 years of age, a citizen must submit an application for a Russian passport. We are talking about a situation when a document is provided to this citizen for the first time.

    Documentation is transmitted either on paper (to the migration service of the Ministry of Internal Affairs or through the MFC) or in the form of an electronic document (via the State Services web portal).

    Where to contact

    • Migration Service. An application for a passport is submitted to the territorial division of the Federal Migration Service related to the place of registration (or temporary registration), stay or residence of the applicant. In fact, you can apply to any migration department - they should not refuse to accept your application.
    • MFC. You can also submit an application along with the above documents to one of the multifunctional centers for the provision of public services in your city (or other locality). The employees who accepted it will themselves forward the application to the addressee - the migration service, and then issue a completed passport.

    When you contact the migration service, you have a better chance of receiving a passport in a shorter time (up to 10 days). MFC employees also transfer the accepted application and documents to the migration department, which slightly increases the processing time for the document.

    If, for health reasons, a child cannot independently contact the migration service about issuing a passport for the first time, then a specialist from this service, responsible for accepting documents, can be called to your home. To do this, the child himself or his legal representatives must first fill out an application.

    How to apply without contacting the police department

    Government services will help you obtain a passport at age 14. To do this, you need to register on the portal a little in advance, then, after confirming your account, fill out an application in the appropriate section. The applicant can come to one of the multifunctional centers and submit a package of documents there.

    Processing and issuance times may vary depending on where the minor filed the application. If at the migration department, the registration will take about 10 days. When applying to the MFS, the period increases to 12-13 days; it will take approximately the same amount when submitting an application via the Internet.

    For convenience and speed of application, you can sign up for the electronic queue in advance on the official website of the Federal Migration Service of the Russian Federation or on the Unified Portal of Public Services and arrive at the appointed time.     Receipt times

    The time frame for obtaining a passport is limited and depends on whether the applicant has permanent registration in the region to which the FMS department to which the documents were submitted belongs.

    • No more than 10 days - this is the period for issuing a passport if its recipient has permanent registration at the place of residence in the corresponding region.
    • No more than 2 months - the period for issuing a passport if the application and documents were submitted not at the place of address registration, but at the place of residence, stay, registration for a certain time, simply at the place of application. The same period is provided if the applicant does not have registration at the place of residence in the vastness of the Russian Federation at all.

    After accepting the application and documents for obtaining a passport at the age of 14, the citizen is given a special receipt about this.     Which application form should I fill out?

    An application for obtaining (issuing) a civil passport of the Russian Federation should be drawn up in the generally mandatory form established by Appendix No. 1 to the Administrative Regulations of the Ministry of Internal Affairs of Russia, which determines the procedure for providing the relevant public service.

    If a citizen at the age of 14 receives a Russian passport for the first time, the following information is indicated in the corresponding application for the issuance of this document:

    1. Full name, gender, date of birth, place of birth of a fourteen-year-old individual receiving a passport for the first time.
    2. Information about the absence of marital relations with the applicant (recipient).
    3. Full name of each of his parents.
    4. Place of residence of the applicant (stay, application).
    5. Phone number, e-mail.
    6. Information about the presence/absence of an individual of another citizenship.
    7. Request for the issuance of a civil passport of the Russian Federation.

    Passport via the Internet

    Not long ago, Russian citizens had the opportunity to obtain a passport using the Internet. This will not save the applicant from collecting and submitting the necessary package of documents, but will allow him not to go to the migration service department once again, but to resolve all issues while sitting at home at the computer. To understand how to get a passport for a child aged 14 via the Internet, you need to:

    • Register on the Unified Government Services Portal at: www.gosuslugi.ru.
    • After completing a simple procedure and receiving an access code, you will have your own “Personal Account”.
    • Through it you need to go to the “Electronic Services” , then – “Federal Services”
    • In this list, select “Issue or replacement of an internal passport of a citizen of the Russian Federation.”

    First, confirmation of consent to the processing of personal data will be required, after which you can choose the basis for issuing a passport. In our case, this is reaching the age of fourteen (or issuing a passport for the first time).

    The computer will ask you to fill in all the applicant’s personal data one by one (full name, date and place of birth, citizenship, registration or residence address, information about parents, spouse, children). It will be necessary to upload a personal photo, observing a number of requirements indicated above and additionally:

    • it must be in JPEG or JPEG200 format
    • resolution no less than 600 DPI
    • color depth of a black-and-white image is no less than 8 bits, color depth is no less than 24 bits
    • the background is only white.

    The built-in editor simply will not accept an image that does not meet the specified requirements. When all personal information has been filled out and the photo has been uploaded, click the “Submit Application” box.

    The processing time for an electronic application is the same as for a regular one: 10 days - if there is registration of residence, 2 months - in all other cases. Information about the stage of consideration of the application will be sent to your email. If insufficient information is provided or for any other reason, the application may be returned and will need to be corrected.

    A positive result will be an e-mail with an invitation to the migration service unit at the appointed time to receive a passport. You must take the originals of the above documents with you.

    Reasons for refusal

    Application for a passport may be refused. The reasons are:

    • the applicant is under 14 years of age;
    • photographs do not meet the requirements;
    • the applicant does not have Russian citizenship;
    • provision of an incomplete package of documents, failure of at least one paper to meet the requirements;
    • the identity of the applicant has not been established;
    • the required information in the application is incomplete, missing or unreliable;
    • the applicant already has a previously issued passport;
    • non-payment of state duty, lack of information about its payment in the GIS GMP.

    In case of refusal, the applicant receives a corresponding notification. It is compiled in any form, can be on paper or electronically. The decision can be appealed.

    Getting a passport at 14 years old is not difficult. It is important to fill out the application correctly, attach the necessary documents, pay the state fee and do all this on time. On the State Services portal, you can study only the specifics of the process and make an appointment through the parent’s account.

    Detecting an error in a new passport

    • When receiving your passport, you must carefully check all the details for errors and inaccuracies, and also check that the photo matches.
    • If such facts are revealed, then the passport must be changed, since in the future there may be problems in various life situations.
    • You must apply for a replacement passport within 30 days from the date of discovery.
    • The replacement procedure is the same as upon receipt (even if errors are identified at the time the passport is issued by a FMS employee).

    The specifics of the passport replacement procedure are as follows:

    • the statement in clause 9 indicates the reason for the replacement. For example, “the last name is spelled incorrectly.” If there are many inaccuracies, they are also reflected in paragraph 18 of the statement.
    • state duty is not paid;
    • a passport with errors is submitted to the Federal Migration Service.

    Advice: to be on the safe side when receiving a passport, you should take two photographs with you. And if the passport has defects, then, without wasting time, you can submit documents for its replacement there.
