What is the process for issuing a cadastral passport for residential buildings?

To obtain a cadastral passport for a cottage, you must obtain a corresponding extract from the BTI and enter into an agreement for the production of a cadastral plan. After payment for the service, a cadastral plan of the building will be issued.

Having left an application for the preparation of a cadastral plan for a cottage at the BTI, the owner awaits the arrival of an official representative of the structure at the site. The specialist examines the building and develops a document certifying the compliance of the measurements taken and the information that was provided to the BTI when developing papers for the house. It is necessary to take into account: how long it takes to obtain a cadastral passport for land directly depends on the method of application, as well as the need to take additional steps.   1. Information about the owner of the territory has changed or the land has changed hands.
  2. The purpose of the site has changed.
  3. The terrain coordinates have been corrected.
  4. The boundaries of the site were revised.

In each of the listed cases, the legislation provides for the same deadlines for passport production and registration options. This makes it possible to balance state control over real estate transactions and the freedom of citizens to dispose of their property.

What is called a cadastral passport for land?

A cadastral passport for a land plot is a document that is an extract from the national real estate cadastre.

It contains the cadastral number and other unique characteristics of this land property, stipulated by the Law of the Russian Federation No. 221-FZ of July 24, 2007 “On the State Real Estate Cadastre”.

A cadastral passport allows the land owner or any other interested party to access information from the state real estate register that is not classified.

It must be provided by the cadastral registration authority upon the first request of individuals or legal entities entitled to do so.

The land cadastral passport contains the following information:

  • B1 – data about the plot, including its area, geographical location with address, type of land and intended purpose, unique cadastral number and date of its entry into the state register, information about the owner’s rights and land survey boundaries;
  • B2 – a schematic plan of the site on a strictly defined scale (provided that land surveying has already been carried out);
  • B3 – encumbrance of this plot and the owner’s rights to it (if any);
  • B4 - an accurate description of the boundaries of the site along the perimeter, giving all dimensions and angles;
  • B5 – the most strict indication of turning points within the site.

Without such a document, you will not only be able to sell or bequeath a plot, but also rent land, mortgage or donate it, insure the land plot, build a house or garage on it, use the land as authorized capital, etc.

Document validity period

The validity period of a cadastral passport of a land plot is not determined by any law at the federal level. However, the opportunity to set the period during which the document will be valid is given to regional authorities.

If no relevant decisions have been made at the local level, the document can be considered indefinite.

However, you should always remember several circumstances that may affect the need to re-register papers and, accordingly, the validity of the cadastral passport for the land plot:

  1. No changes should be made to the information contained in the state real estate cadastre.
  2. Once every 5 years, an inventory of territories can be carried out at the initiative of the land owner. This is done in order to simplify the maintenance of state records of real estate. As a result of the procedure, the land owner may be provided with a new boundary plan and a land passport, which will be valid for 5 years.

When do you need to change the gearbox?

At the time of transfer of ownership, the information on paper must be current - it is recommended to change the real estate passport every five years. This rule will be introduced in 2021, because... The cadastral value will be updated during the specified period. As for purchase and sale, donation and other options for transferring owner rights: the validity of the document does not exceed thirty days.

Situations when obtaining a new document is necessary:

  • There has been a change of owner (or a change of the owner's surname).
