In order to maintain the legal status of movement within the country, a citizen of the Russian Federation must register with migration authorities and receive the appropriate document at the place of stay. By presenting it, he confirms the legality of his presence, however, not everyone trusts only the fact of having a permit document - it is safer and more reliable to additionally check the temporary registration in the FMS database for authenticity and obtain clear evidence of the absence of forgery.

The role of the Federal Migration Service base

The divisions of the Federal Migration Service (today this structure has been abolished, its functions are performed by the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation) are entrusted with the responsibility of monitoring and coordinating state policy related to population migration issues. The obligations of the units of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs include the right to carry out and control registration.

The FMS database (GUVM Ministry of Internal Affairs) contains information about all Russians who have permanent registration. Also here you will find data on people living outside their place of registration for more than 90 days.

The registration database allows you to quickly obtain information about a person’s place of residence. With its help, the authenticity of the information provided by the citizen about his actual location is verified.

Written request and rules for its preparation

When the permit has already been issued, but the person has not yet entered the borders of the Russian Federation, he can send a written request in order to resolve the issue regarding the legality of the temporary registration certificate.

To do this, the letter indicates the following points:

  • Name of the organization - city or district department of the Migration Department;
  • Applicant details – name and place of residence of the migrant according to title documents;
  • Title of the appeal – application to verify the authenticity of the issued document;
  • Data of the received certificate - place, time and act number;
  • Signature and date of application.

As a rule, the post office does not forward correspondence very quickly. To speed up this process, you can use an electronic document management system.

Who needs verification and why?

The most common reasons for prescribing such a procedure are as follows.

  1. Checking the registration of a citizen wishing to sell an apartment. This is how the owner informs buyers about the legality of the transaction.
  2. Checking the certificate of registration at the place of residence. Usually carried out by law enforcement agencies while viewing the passports of suspicious citizens.
  3. Exceeding registration standards in municipal apartments.
  4. Obtaining information about all registered citizens (when purchasing housing on the secondary market).

Often other reasons arise (detainment of a violator, a suspicious person), which is the basis for starting the procedure for establishing the authenticity of the registration.

Who can check

Not everyone can find out their registration by address. This includes the following individuals and legal entities.

  1. Owners, tenants.
  2. Police officers, employees of the Main Department of Migration Affairs of the Ministry of Internal Affairs. They usually connect to check if the temporary registration is valid. They look to see whether the citizen lives at the address indicated in the registration (when a criminal or administrative case has been initiated, or an appeal from another interested person or body has been registered in these structures).
  3. Bailiffs. When it is necessary to comply with a court decision (most often this is the procedure for collecting alimony).
  4. Notaries. Before completing real estate transactions.

To gain access to such information, you will need to indicate the basis, confirm your authority and identity.

Validity of registration and intermediary companies

Trying to save time and nerves, many foreign citizens turn to companies that provide support services to migrants for help. In their price list you can find, among other things, “obtaining temporary registration at the place of residence.” But why does turning to such companies contain certain risks?

The danger of turning to intermediary companies

The main danger that lurks in cooperation with such companies is receiving a document that is not valid. Therefore, when choosing an office that helps migrants, you need to find out as much information as possible about it and read reviews. The best decision would be to choose a company based on the recommendations of trusted people.

Authentication methods

There are several ways to check temporary registration with the Main Migration Department of the Ministry of Internal Affairs. It can be done:

  • by contacting the department in person;
  • by sending a letter;
  • by online check on the website;
  • when the police (employees of the Main Department of Migration Affairs of the Ministry of Internal Affairs) personally visit the citizen according to the registration indicated in the document;
  • by phone.

Remember, information will be provided only if the identity of the citizen requesting the data, as well as the right to such information, is confirmed.

By place of stay

It is considered one of the simplest methods. Registration checks at the place of stay are carried out by local police officers or employees of the Main Department of Migration Affairs of the Ministry of Internal Affairs.

If a citizen is absent from home or if registration is discovered at the address of a non-residential premises, an administrative protocol is drawn up. The procedure is similar when receiving information from the owner that a particular citizen has not registered at his place of registration.

Typically, an investigation into a fictitious registration ends with an investigation into violations of the law and the initiation of legal liability proceedings.

Based on the Federal Migration Service (GUVM)

Verification of registration with the Federal Migration Service (GUVM Ministry of Internal Affairs) can be carried out by personal application. You will have to write an application directly at the branch, and then wait up to 3 working days. In case of a written request, the wait will be about a month.

The request must include information about the applicant, the reason for the inspection, and the registration address. Online verification of registration at the Federal Migration Service (GUVM Ministry of Internal Affairs) is much faster.

If it turns out that the registration is fictitious, an investigation will begin and a case will be opened, followed by bringing the violators to justice (they will face a substantial fine).

Online check

The simplest and most progressive way to establish the legitimacy of registration is online verification. Before you can verify the authenticity of a foreign citizen's registration online, you will need to complete several steps.

  1. Go to the website of the Main Department of Migration Affairs of the Ministry of Internal Affairs.
  2. Select the registration verification section.
  3. Enter your details.
  4. Get the information you need.

It should be noted that checking registration for authenticity online is an information service. To obtain an official document, you will need to personally contact the Main Migration Department of the Ministry of Internal Affairs.

Phone call

A convenient and quick way to obtain information about the authenticity of your registration. You will need to contact the nearest migration office by phone. By entering your details, you can quickly receive a response.

The downside is the reluctance of employees of the Main Department of Migration Affairs of the Ministry of Internal Affairs to give out information to an unknown person with whom there is no personal contact.

Official confirmation of registration is carried out after identification is established directly at the branch.

Written request

The most common way to obtain information. The letter with the application is addressed to the Main Department of Migration of the Ministry of Internal Affairs. Up to 30 days are allotted for its consideration. The procedure is paid, so you will need to attach a document confirming payment of the state fee.

The response is sent in writing to the address indicated on the envelope.

The applicant is required to confirm his identity, indicate his data, and the purpose of confirming registration.

How to check your registration

Today there are different ways to check the registration of a foreign citizen using the database; it is not necessary to come to the branch in person several times. The relevant departments will help with this: territorial offices for migration issues of the Ministry of Internal Affairs of the Russian Federation. It has become possible to carry out some operations online, but the entire procedure for obtaining information has not yet been digitized; in most cases, you will still have to go to the department. Perhaps soon we will be able to verify this data online, without visiting the Ministry of Internal Affairs.

In the Ministry of Internal Affairs

The most common way is to visit the branch in person. You will need to take your passport with you: before you can find out the registration of a foreign citizen, you will be asked to confirm your identity.

On site, you will fill out an application and indicate the reason why you require this information. After some time, you will receive the result, also in person. This is not done instantly; it takes time to prepare a response from the Ministry of Internal Affairs - up to 30 days.

Based on the migration service

It is possible to do this online at services.fms.gov.ru. But this is not a check of a citizen’s registration, but a request to ensure that the passport matches the registration address. Accordingly, this way they will only find out about the registration of those who have a Russian passport.

The page states: “The information provided on the basis of this request is for informational purposes only and does not constitute the basis for taking legally significant actions.” You will not be able to sue or use this information obtained online in legal matters. It is necessary to look for another method that has greater legal force.

As you can see, to use the database for registration of citizens through the main department for migration issues of the Ministry of Internal Affairs of the Russian Federation, it is necessary to have accurate information only about passport data, the rest of the information is not required. You will also need to indicate the type of registration. Select temporary or permanent from the drop-down list. You can select the line “All”.

There is always the opportunity to come to the branch in person and fill out a request there. It will take about a month from submitting the application to receiving the result.

On this site you can find out online about the stay of foreigners in the Russian Federation. There they check the validity of work patents, work permits, employment licenses, invitations to work, and whether there is a ban on entry into Russia for a specific person.

It is allowed to check a foreigner’s registration on the Moscow website of the Main Directorate for Migration Affairs only to determine the authenticity of the data in the database. To get a more accurate answer, you will have to fill out an extended form, send it to the service, and then make an appointment. And again, appear in person at the Main Migration Department of the Ministry of Internal Affairs.

Online check

You can submit a request online, but online verification of registration of foreign citizens is currently not possible. Why then send a request online at all? This will help save time and effort - go to the Ministry of Internal Affairs not twice, but once.

To send a request, go to the website of the Ministry of Internal Affairs and find the “Appeals” section there. A large list of units will appear on the screen. In it you need to select the third line from the end of the list called “Office for Migration Issues”.

Click the Continue button. Before checking the authenticity of a foreign citizen’s registration online, you will need to study the procedure for processing applications: it will appear on the screen automatically. Check the box next to “I have read the information” and click the “Submit an appeal” button next to it. And start filling out the fields in the form that appears.

The first block, where you need to specify the addressee, confuses many. To check the registration of a foreign citizen online, you do not need to know this data; the fields are not marked with asterisks, which means they can be left blank. Those fields marked with asterisks must be filled out.

If the registration is invalid

Upon detection of a fictitious registration (expired, invalid), the authorized person draws up an administrative protocol. Subsequently, a case is initiated, the result of which may be the prosecution of the perpetrator in the form of a fine (for Russians) or deportation from Russia (for foreigners).

Typically, a check of temporary registration in Moscow is carried out on offenders, based on the results of consideration of applications from citizens or authorized bodies.

Common Causes

When confirming the invalidity of registration, liability arises in the following cases:

  • False documents were provided during registration;
  • the period of registration has expired;
  • Untimely updating of passport data was recorded.

Other reasons why legal liability arises depend on the situation.

Responsibility for falsification of registration

The legislator approved a fine for lack of registration in the passport. Its size ranges from 2 to 7 thousand rubles. For falsifying registration, those responsible will face a fine of up to 80 thousand rubles. The maximum penalty for fictitious registration is six months in prison.

Other types of liability (for non-residents) may be a ban on entry into the country for up to 10 years (depending on the duration of illegal stay in Russia), as well as the deportation of foreigners to their homeland.

To avoid misunderstandings, foreign citizens should take into account that they need to register no later than 7 days after arriving in Russia. Police are allowed to detain citizens for up to 2 days to determine the authenticity of the registration.

Cost of verification

Any request that can be submitted on behalf of a Russian or foreign citizen does not involve payment, so anyone can do it completely free of charge.

The capital is in great demand, therefore all visitors are subject to strict migration control of their stay, movement and location, both citizens of the Russian Federation and foreigners. This makes it possible to keep urban population growth within acceptable limits. The Federal Migration Service is responsible for this, the main function of which is to monitor migration processes throughout the country.

Risk of turning to intermediary companies

By turning to dubious intermediaries, you risk getting into the following situation:

  • registration will be fictitious;
  • obtain a residence permit in municipal housing where the number of registered citizens exceeds that allowed by law;
  • receive a registration without the possibility of residence.

In each of these cases, the very first inspection will become the basis for initiating an administrative or criminal case.
