The legislative framework
In Russia there are several legislative acts that provide all the necessary information about the basic concepts, necessary documents and features of the procedure.
- Housing Code. According to the document, registration is permitted in any type of premises (residential) that complies with accepted standards.
- Federal Law No. 5242-1. It guarantees the opportunity for each person to independently choose their place of residence. It also contains articles that inform about the authorities where the procedure is carried out and provides basic information about the registration.
- Resolution “On registration and deregistration.” It contains explanations of basic concepts and indicates the papers that need to be provided. In the law you can see a sample application that a citizen must fill out to register.
Each of the above documents contains important information about the procedure that must be studied in order to avoid possible errors during registration.
Registration methods
The citizen himself chooses the option that is convenient for himself; the state has no right to interfere in this process or choose an apartment (house) instead. The procedure is carried out in several instances:
- Passport Office;
- temporary or permanent registration of citizens of the Russian Federation is possible through the MFC;
- Main Department of Migration Affairs of the Ministry of Internal Affairs;
- through the official website of State Services.
Registration can be done at the MFC - this is the best option. Documents are submitted here, sent immediately to the Main Department of Migration of the Ministry of Internal Affairs (to verify the specified data), and then returned to the owner.
Registration procedure through the MFC
The main advantage of contacting such centers is that there is no requirement to deregister at the previous address. This procedure will take place automatically when a new place of registration is registered.
How to register in an apartment through the MFC:
- make an appointment at the center using the phone number indicated on the website or take a ticket and wait in the electronic queue;
- make copies of documents (it is important that the photocopies are legible and free of defects);
- at the department, go to the reception window and hand over the collected papers along with your passport;
- receive a receipt stating that the documents were taken;
- the specialist will schedule a re-appointment;
- come on the specified day and receive a passport with a new stamp.
Since 2021, MFCs have the right to independently issue such documents. If you don’t have a passport, you will receive a special certificate instead, confirming your registration.

Registration at the place of residence through the MFC can be carried out in any residential premises, in particular, in those that belong to a person or that he rents. In the second option, it is necessary to obtain permission from the property owner to carry out the procedure. Documents will not be accepted without written consent.
The owner of the living space can register in it without any problems. The center must submit a passport and documents confirming that the specified house is its property.
How to register a newborn
If we are talking about children who are under 14 years of age, then they receive a special certificate of permanent place of registration, certificate form No. 8.
It is worth recalling that the main document in the life of a newborn is his birth certificate. Parents should be clear that after they have received the certificate, they have only 7 days to complete the registration. Otherwise, they will be required to pay a fine.
To apply for registration for a child, you need to collect the following package of documents, keep in mind that photocopies can be made on site at the MFC:
- application (can be completed in advance, or filled out together with an MFC specialist)
- original and photocopy of birth certificate;
- passports of both parents and their photocopies;
- original and photocopy of marriage certificate;
- original and photocopy of the adoption document or paternity establishment (if necessary);
- extract of the personal account of the parent to whom the child will be registered;
- There are cases when the consent of one of the parents to whom the newborn will be registered is required.

The procedure for registering a newborn with his parents is one of those events when there is no need to provide the consent of the owner of the living space, as well as other citizens who live at these address details.
List of required documents
To carry out the procedure, you need to prepare the following documents for registration in the apartment:
- an application of one of the samples (for permanent - form No. 6, for temporary - No. 1), which is filled out in advance at home or on the spot;
- passport;

- written permission from the owner of the living space and his passport, if registration is not carried out in the applicant’s apartment;

Drawing up an application
The law establishes rules for drawing up an application that must be followed. Filling out an application for registration has the following requirements:
- You can only write with a blue or black pen;
- all information is written in legible handwriting;
- You can type the application on your computer and print it out;
- all data is indicated correctly, without distortion of information;
- if the form is filled out for a child under 18 years of age, then you must indicate the degree of relationship with the applicant, full name. and passport details;
- if the application is written on behalf of a child under 14 years of age, then instead of passport data, information from the birth certificate is indicated.
If the application contains corrections, clarifications, or information is mixed up, then such a form is considered damaged and everything must be rewritten. All information must be entered in legible handwriting (preferably in block letters), neatly and without errors.
What documents are needed
- application (you can fill out the form in advance, but it’s better to fill it out with an MFC employee to avoid mistakes)
- application for the consent of the owner of the apartment or other living space (
- passports (from the owner and the applicant);
- the consent of everyone who still owns this housing area, as well as everyone who lives in this territory;
- documents for property or rental (house register, extract from the Unified State Register of Real Estate, lease agreement).
After the employee checks the correctness of filling out the application form and accepts the documents, he will issue you a receipt, by the number of which you can track the readiness of the documents.

It indicates that your documents have been accepted and the time frame within which the procedure will be completed. The main aspect of the work here is the consent of the owner or employer, only in this case will you be able to register.
Registration deadlines
Registration through the MFC is carried out within strictly regulated periods:
- for permanent – a week, counted from the moment of receipt of the document on ownership or receipt of the departure sheet;
- for temporary stay – 90 days.
During this time, you do not need to get a stamp in your passport, but have time to collect documents and submit them to the center branch. How long does it take to register? Usually the waiting time does not exceed 8 days. During this period, submitted documents and information are checked, a passport is stamped or a registration certificate is issued.
Step-by-step instructions for registering
According to Russian legislation (Article 20 of the Civil Code of the Russian Federation), an infant can and should be registered at the place of residence of one of the parents.

It is necessary to complete the paperwork procedure within a month after the birth of the child. Delay threatens parents with an administrative fine.
To timely register an infant at the MFC, you must complete the following steps:
- Find out the coordinates of the nearest multifunctional center.
- Call the MFC hotline, find out the details of the procedure and ask to make a preliminary appointment.
- Collect documents and copies required for registration.
- Visit the center at the appointed time. To confirm your intention, you need to go and get a coupon from the administrator at the reception.
- Go through the reception and receive a receipt at the window confirming the delivery of documents.
- On the day appointed for you, pick up your passports and certificate of registration of the newborn.
The procedure for registering a minor child through the MFC takes place in several stages:
- First you need to find out the address of the nearest MFC and make an appointment in one of the following ways:
- call the hotline or local office contact number;
- through an electronic reception on the website of the MFC of your region;
- You can also get an appointment in a “live” electronic queue. To do this, you need to take a coupon at the branch terminal and wait for a call to a specialist.
- The mother or father must provide a package of collected documents to the center employee, and also fill out an application on form No. 6. The presence of the minor is not required.
- An MFC employee checks the correctness of filling out the application, makes copies of documents and issues a receipt for receipt of documentation, using the number of which you can track the status of the application on the MFC website.
- On the appointed day, the applicant must visit the center again and pick up a certificate of registration of the child at the place of residence. In this case, no stamp is affixed to the parents’ passports.
After 14 years of age, you can register yourself.
Registration at the place of residence of citizens who are already 14 years old is carried out on a general basis. When completing the procedure, the minor must be personally present at the MFC branch. He needs to fill out an application on Form No. 6 himself, and also provide the center employee with his passport.
Refusal to provide
Many applicants are interested in the question of why it is impossible to register through the MFC and what grounds there may be for refusing to accept documents. The main reasons for refusal are:
- incorrectly completed application (mistakes, illegible handwriting);
- the citizen did not submit all the required documents for the procedure;
- restrictions on freedom of movement within the country, in accordance with the law “On Martial Law”;
- there is no permission from the owner of the living space or his co-owners;
- improper condition of the documents provided;
- for those liable for military service, failure to register with the military registration and enlistment office may serve as a refusal;
- documents for the apartment were declared invalid.
According to the law, they have no right to refuse to carry out the procedure or suspend it. They may not accept the application for registration, but if they correct the mistakes and submit the application again, they cannot refuse.
Documents for temporary registration at the MFC
First of all, you need to make sure that people living at the address where you want to register have no complaints, otherwise you will receive a refusal. All of them must provide written approval for temporary registration.
The following documents must be provided to the MFC branch:
- Citizen's passport
- An application for registration at the place of residence drawn up in Form 1
- Written approval of all property owners and residents living at this address
- If you are registering in a private house, the original house register
- Hire or rental agreement if you are registering in rental housing
And lastly, you need the owner’s consent in the form of a statement indicating the following information: that he agrees to register such a citizen’s full name, year of birth, place of birth, series and number of the passport issued by whom, at such and such an address.

On the day of submitting documents to the MFC, it is mandatory for all co-owners of the home to appear at the single window, or one, but with notarized powers of attorney.
The co-owner(s) must have a citizen’s passport with him to speed up the process; documents for housing or a lease agreement will not be superfluous, however, if you do not have these, you cannot be refused registration in accordance with the Law; in addition, the MFC representative has access to this information from a single information base.
Possibility of simultaneous discharge and registration
Thanks to the established organizations and modern technologies, the process of registering in a new apartment has been significantly simplified. It is possible to check out and register at the same time through the MFC. The center cooperates with the migration service departments, so you do not need to visit government agencies yourself to carry out the procedure.
The check-out process is automatic. When submitting an application, the request is sent to the institutions at the old address, and the applicant is deregistered. This saves time, because you do not need to contact the authorities yourself for discharge.
Extract through MFC

Terms and cost of registration through the MFC
The procedure for obtaining registration through the MFC is similar to obtaining other services. To register in your apartment or private house through the MFC, you should:

- Make an appointment at the MFC to change your registration on a convenient day and time (this is not necessary).

- Present your documents to a specialist to change your registration in your passport.
- Receive a receipt for documents acceptance.
- On the date indicated in the receipt or later, come to the MFC (some MFCs send applicants an SMS about the readiness of documents) and receive a passport with a mark indicating registration in a new place.
You can select the nearest MFC branch on the main page. Everything that is done between submitting documents and receiving services is determined by the regulations of interaction between the MFC and the Ministry of Internal Affairs and does not particularly concern applicants.
Registration at the place of residence and stay through the MFC (permanent and temporary registration) occurs according to similar scenarios, the difference lies in the details:
- in order to obtain permanent registration for an adult, you need to submit an application using Form No. 6, and for temporary registration – using Form No. 1 (both forms are established by the Administrative Regulations);
- if a citizen intends to register at the place of residence, then the previous permanent registration will be canceled, and if at the place of residence, then it will remain, that is, in the second case, the citizen will have two valid registrations - at the place of residence (permanent) and at the place of stay (temporary) .

- property rights to housing;
- social tenancy agreements, rental agreements, sublease agreements;
- statements from the person providing the apartment for occupancy.
List of documents for registration:

- confirmation of the right to residence (if moving into a residential premises is carried out on the right of ownership or under a social tenancy agreement, then the document itself does not need to be submitted; its details must be indicated in the application.
