Ways to find out your personal gas account number

How to find out the amount of debt?

You can check the amount of debt in person or remotely. To do this, you will need to provide information about the place of registration or personal account number.

The method of obtaining information is determined by the debtor himself.

By personal account

Each payer for housing and communal services has its own personal account. Using its number you can find out the amount of debt for payment of services. It can be done:

  • remotely;
  • during a personal visit to the company’s office;
  • by phone.

Offline

This option involves contacting intermediaries, for example, a post office or a bank branch that accepts payment for housing and communal services. In this case, your personal account number will be sufficient. As a rule, no other documents, such as a passport, are required.

Personal contact or phone call

You can contact directly the company with which the consumer has a gas supply agreement. This can be done in person or over the phone. When communicating with a specialist, it is enough to give your personal account number.

Using an ATM

You can also obtain information about the payment status through a bank terminal. In the main menu, you need to select the “Payments” section and go to the appropriate type of service. After this, you must enter the account number in a separate field. The system will immediately provide information about the presence and amount of debt.

Free online

A remote method of obtaining information involves using the resources of the State Services portal, Sberbank or a gas supplier.

View via State Services

You can obtain the necessary information through the State Services portal as follows:

  1. Go to the website (https://www.gosuslugi.ru/).
  2. Log in to your personal account. If the user does not have an account, they will need to register. To do this, you need to fill out a special form, which indicates your last name, first name, patronymic, telephone number for contacts, and email address. After receiving the notification, the account must be confirmed. This can be done by contacting the Service Center or adding the necessary information from documents (SNILS, INN) to the website.
  3. Select the “Service Categories” section.
  4. Go to “Apartment, construction and land”, “Payment for housing and communal services”.
  5. Select your service provider and enter your account number.

After this, the system will immediately issue the result in the form of an email. The notification will be sent to the initiator's email. There is no charge for receiving such information.

Sberbank Online

Information is obtained in a similar way through the Sberbank online resource:

  1. You need to create a personal account or log into it using an existing login. Registration occurs in the same way as in the case of State Services. Sberbank will register the user and provide a login password.
  2. Select the section “Payments and transfers”, “Housing and communal services and home telephone”, “Gas”.
  3. In the search line that appears, enter the account number, and the system displays the result. The information will be sent to the initiator’s personal account.

Information is provided free of charge. The check can be carried out both from a computer and using the Sberbank mobile application.

Websites of resource supply organizations

The payer can use the service provider's website. For example, let’s take the Mosoblgaz website and describe detailed instructions for obtaining the amount of debt. To do this you need:

  1. Log in to your personal account or register on the resource https://mosoblgaz.ru/.
  2. Go to the section “, “Individuals”, “Find out about debt for gas”.
  3. Fill out an application for information. You must provide your details and account number.

The information will be sent to the specified email address. There is no charge for the service.

Check by address

Your residential address can also be used as an option to obtain debt information.

Offline

In this case, when contacting a bank or post office in person, you must provide your residential address. This will be enough to obtain the necessary information about the debt.

Check online

But for the remote method, the residential address will not be enough. will still need to enter your account number in the search bar.

By personal account

Gas debt can be found on your personal account. This is a special identification number assigned not only to a specific property, but also to the payer.

For example, residents of communal apartments or divorced spouses living in the same area each pay for themselves (with or without metering devices according to current charging standards).

The easiest way to find out your personal account number is by looking at the receipt of the Unified Payment Document.

Information about debts on a personal account is obtained quickly and easily, both in all-Russian services and on the official websites of regional natural gas supply companies. Let's look at some ways to check debt on a personal account online.

Method of collection

There are several ways to collect gas debt - peacefully and judicially. The first option involves sending a claim to the debtor, the second - a statement of claim to the court or an application for the issuance of a court order.

Pre-trial proceedings

In the case of a peaceful option, it is necessary to send a preliminary notification of the existence of arrears in payment for the service. In this case, the debtor must receive the notice 20 days before the date of restriction or suspension, clause 119 of the Russian Federation Regulations of May 6, 2011 No. 354). The notice is sent by registered mail or delivered to the debtor against signature.

When does restriction and shutdown occur?

Suspension of the service will be possible if the debt is not paid within the period specified in the notification. A prerequisite is the presence of incomplete payment.

You can find out more about when gas outages occur here.

Payment is considered incomplete if the amount of debt for the service exceeds two monthly payments (clause 118 of the RF PP No. 354).

For violation of the obligation to pay for the service, the user is charged a fine (clause 14, article 155 of the Housing Code of the Russian Federation). Its size is tied to the refinancing rate of the Central Bank of the Russian Federation:

  • from the 31st to the 90th day - 1/300 of the rate for each day of delay;
  • from 90th – 1/130.

Through the court

This option is applicable in cases where the debtor evades fulfilling his obligations, despite the claims being sent and the service being suspended. The simplest solution in this case would be to send an application for a court order. The procedure is regulated by the rules of Chapter 11 of the Code of Civil Procedure of the Russian Federation.

The demand can be sent to the court only if the amount of debt does not exceed 500 thousand rubles (clause 1, article 121 of the Code of Civil Procedure of the Russian Federation).

Attached to the application:

  • calculation of the amount of debt;
  • receipt of payment of state duty;
  • claims that were sent previously;
  • power of attorney of the legal representative, if he is participating in the procedure.

A court order is issued within 5 days from the moment the appeal is received, without calling the parties to the dispute or their legal representatives (Article 126 of the Code of Civil Procedure). A copy of the court order is sent to the debtor. The latter has the right to submit his objections within 10 days from the date of receipt.

By the address

If you don’t know or don’t have a personal account number, you can also find out your gas debt by looking at the residential address.

There are several options to solve the problem:

  • a visit to a management company servicing a boring address,
  • contact any bank branch,
  • visit to a single settlement center.

In any of these institutions, an inspection will be carried out at the address (for example, St. Petersburg, N-skaya St., building No., Apt. No.). Based on the results, you can immediately make a payment and receive a receipt.

Limitation periods: can debts be written off if the deadline has passed?

The general limitation period, according to Article 196 of the Civil Code of the Russian Federation, is three years . It is calculated from the moment when the person learned or could have learned about the violation of his rights. That is, in the event of arrears in gas payments, funds can be recovered within three years.

The law does not oblige the supplier to “write off” debts. Debt write-off can only be done by a court within the framework of a lawsuit. That is, the interested party will need to send an application requesting the application of the statute of limitations.

The expiration of the statute of limitations does not deprive the supplier of the right to suspend the provision of services until the debts are written off.

Replacement and installation of meters through the Moskoblgaz personal account

Replacing old meters and installing new devices at Mosoblgaz is acceptable both for standard basic meters and for smart ones, including various modules. It is worth noting that when installing a new device, you first need to conclude an agreement with the Mosoblgaz company - this can only be done during a personal visit to the branch. You will be asked to fill out an application, sign the appropriate agreement, pay a fee for the service, and then wait until the specialist comes to you to activate this service. In other cases, the algorithm of actions is as follows:

  • Select the appropriate service in your Mosoblgaz personal account on the main page.
  • Read the information about this service, which is posted on the official website.
  • Click “Get service” if you are satisfied with all the conditions of Mosoblgaz.
  • Enter your data in the form that appears. Typically, the system asks you to enter the number of the branch at your place of residence, the address of your home, your personal account, the detailed essence of the service, data confirming your identity, as well as your consent to the processing of personal information.

Additionally, you need to scan and send through your Mosoblgaz personal account a document that confirms that you are the owner of the property. In some cases, workers also ask to take photographs of the work site so that they can determine the scale of the work in advance.

Be careful! Carefully check several times whether you have entered the contact information correctly, because if there is an error, Mosoblgaz service workers simply will not be able to contact you to arrange a meeting.

As for payment for services, full prepayment is required if you request the installation of a new device. If we are talking about replacing the old one, then you can pay all the work directly to the master after it is completed. When submitting an application, you will find out the exact cost of the ordered service.

What happens for non-payment

The consumer is obliged to promptly pay for the resources used, which is provided for by the contract concluded with the supplier and the requirements of domestic legislation.

We recommend: What is debt restructuring for housing and communal services

The resulting debt can lead to the following negative consequences for the homeowner:

  1. Penalties – penalties for late payment. The longer the period of non-payment, the higher the penalty. Within 31 days or more from the required payment date, a penalty is charged in the amount of 1/300 of the rate of the Central Bank of the Russian Federation, which is 7.75 percent per annum. If more than three months have passed from the specified date, the penalty increases to 1/130 of the rate. A penalty is charged for each day of delay, as a result of which the amount of debt may increase significantly;
  2. Warning - before filing a lawsuit, the utility organization must warn the debtor in writing, demanding to pay the debt no later than 20 days from the date of the warning;
  3. Going to court - Gorgaz files a claim for the need to repay the debt. In addition to the debt and accrued penalties, the debtor will have to pay legal costs;
  4. Additional sanctions - a ban on crossing the border, confiscation of a driver's license, seizure of property to pay off a debt.

If the amount of debt is significant, unscrupulous payers may be subject to criminal prosecution.
