How to obtain Russian citizenship for a citizen of Kyrgyzstan, what you need to know and how to do it correctly

How a Kyrgyzstani can acquire Russian citizenship

You can register through the consulate or from the territory of the Russian Federation.
Russia offers different options for naturalization. According to data for 2021, it is possible to obtain Russian citizenship for citizens of Kyrgyzstan:

  • through the consulate of the Russian Federation in the Kyrgyz Republic - the fastest and relatively simple option. But it is available only to a few categories of applicants;
  • from the territory of Russia - sometimes the registration process lasts for years, since obtaining citizenship is preceded by two stages of legalization.

From the territory of Russia, Kyrgyz citizens are processed in several directions:

  • through government projects ;
  • in a simplified manner (if there are compelling reasons for acquiring citizenship, for example, the husband or wife has Russian citizenship);
  • through a quadripartite agreement ;
  • based on five-year residence permit (the so-called general procedure)

Basic requirements for citizens of Kyrgyzstan

To obtain a Russian passport, residents of the Kyrgyz Republic must meet the following conditions:

  1. Have a residence permit.
  2. Know Russian language. The level of knowledge is determined using special testing.
  3. Renounce Kyrgyz citizenship.
  4. Legally live on the territory of the Russian Federation for 5 years.
  5. Have an official job and place of residence.

The conditions for issuing a passport are influenced by the following factors:

  1. The applicant has relatives who are citizens of the Russian Federation.
  2. The foreigner is a graduate of a Russian university who received a diploma after 2002.
  3. A minor citizen of Kyrgyzstan has guardians or parents living in Russia.
  4. The applicant entered into a marriage with a Russian.

Which Kyrgyz will not have to go to Russia to obtain citizenship?

Let's talk about the fastest way, which allows some Kyrgyz citizens to significantly simplify the entire process of obtaining citizenship of the Russian Federation. We are talking about registration through the Russian consulate in the Republic.

Obtaining Russian citizenship for Kyrgyzstan in this case is based on the following plan:

  • the Kyrgyz collects the necessary documents;
  • pays the consular fee;
  • submits papers to the Consulate (there are offices in Bishkek and Osh);
  • waits for notification that he has been accepted into the ranks of the Russians (waiting after submitting documents - up to 6 months);
  • takes the oath;
  • makes a Russian passport;
  • further, if desired, he comes to Russia (using a Russian foreign passport), makes an internal identification document here.

The option would be ideal, if not for one BUT. Not everyone can register through the embassy.

This simplified method is available only to some residents of Kyrgyzstan:

  1. Obtaining citizenship from the territory of Kyrgyzstan is available to stateless persons (LSPs) who have a Kyrgyz residence permit. But only those LBG who were previously citizens of the USSR .
  2. For minor citizens of the Republic of Kyrgyzstan, registration is also possible without traveling to Russia. A parent who applies for citizenship at a consular office can include the child in the application. Children are accepted as Russian citizens and separately from their parents, provided that the father or mother of the child already has a Russian passport.

Previously, it was possible to obtain a Russian passport through the consulate if you had a Russian parent. But as of July 24, 2020, this option was removed. Now, in order to become a citizen of the Russian Federation through this basis, you need to go to Russia. To file for a parent, it is not necessary that both parents have Russian citizenship. It is enough that only the mother or father has a Russian passport. Age is also not important. But it is very important that the parent has permanent registration in Russia. Without registration, documents for citizenship from a citizen of Kyrgyzstan will not be accepted.

Consular offices are located in Bishkek and Osh.

Exact address in Bishkek: Manas Avenue, 55. You must first make an appointment. Opening hours and telephone numbers for appointments are listed on the website of the consular department of the embassy.

The documents required for obtaining Russian citizenship through the consulate in Kyrgyzstan can be found on the official website of the consulate here.

You cannot apply for citizenship based on sisters, brothers, grandmothers, grandfathers, aunts, and uncles.

Working age and professional skills

  • specialists whose profession is in demand in Russia (medics, builders, engineers).
  • immigrants from Kyrgyzstan who received a profession at a Russian university, technical school, or college and worked here for a year.
  • individual entrepreneurs (provided that the business has been operating in Russia for at least three years).

Connection with Russia

Also, the Russian authorities have simplified the process for people who were born in the RSFSR, were citizens of the Union and now want to return to their homeland.

A detailed list of reasons with explanations that allow Kyrgyz citizens to simplify the process of acquiring Russian citizenship is given in the article about simplified citizenship.

State programs for Kyrgyzstanis

moving to the Russian Federation and citizenship for the Kyrgyz
two programs for foreign citizens . The first is Russian speakers . Allows you to obtain Russian citizenship for Kyrgyzstan without obtaining a temporary residence permit (but a residence permit is needed).

The project is suitable for you if:

  • one of your ancestors lived/is living in the territory now occupied by the Russian Federation (the period of residence is not important, even a relative who once lived in the Russian Empire will do). If there is no relative, then a Kyrgyzstani can obtain a residence permit. This status gives the right to participate in the program;
  • the second condition is that you need to know Russian. Don’t just superficially understand speech, but speak as if this language is native to you.

Do you meet both conditions? Then find out more about Russian speakers using the link.

The second project is the State Resettlement Program. A suitable candidate for this program is an able-bodied Kyrgyzstani who is a native of the USSR. The program also includes citizens who have no connection with the Soviet Union, but whose ancestors previously lived in the USSR.

Together with a Kyrgyzstani who has become a participant in the project, a wide circle of his relatives (from spouses and children to grandmothers and grandchildren) can receive the status of a Russian citizen. At the same time, the requirements of the State Program do not apply to relatives.

A compatriot makes a temporary residence permit, but has the right not to receive a residence permit, but to immediately apply for citizenship of the Russian Federation.

    General procedure

    Finally, let’s look at the general procedure by which a Kyrgyzstani can also obtain a Russian passport. Why are we looking at it at the very end? The fact is that the method is quite lengthy and is considered the most difficult.

    After receiving a residence permit, a foreigner is required for five years . All these years, long trips abroad are prohibited. For the general procedure of registration, the fact that the candidate is officially employed is very important. Although there is no such requirement in the laws.

    The application is considered for a long time - within a year, since the decision on whether to grant citizenship to a foreigner in the general manner is made by the president.

    Conditions that future citizens of the Russian Federation must fulfill

    For almost all options for obtaining citizenship (both simplified, program, and general) there are uniform requirements .

    A Kyrgyz citizen will apply for citizenship if he:

    • is able to confirm his income (for this purpose, relevant certificates are collected and submitted to the Ministry of Internal Affairs). Note! From July 24, 2020, income is confirmed only by those applicants who apply for citizenship in the general manner. Foreign citizens applying for a passport in a simplified manner do not have to provide income certificates from the specified date;
    • understands the Russian language (this is confirmed either by an education document issued in the USSR/RF, or by passing an exam).

    Previously, it was also necessary to renounce citizenship, but since the summer of 2020 this requirement has been removed for all applicants.
