An application for recognition of a foreign citizen or stateless person temporarily staying on the territory of the Russian Federation as a native speaker of the Russian language is submitted to the commission no later than fifteen days before the expiration of the temporary stay of the foreign citizen or stateless person on the territory of the Russian Federation.

An application for recognition of a foreign citizen or stateless person living no later than three months before the expiration of the period of residence of the foreign citizen or stateless person on the territory of the Russian Federation.
