How does an electronic sick leave work?
An electronic sick leave certificate (electronic sick leave) is a special certificate that confirms the very fact that an employee is being treated for a certain disease, which has caused the employee to be unable to do his job for some time.
The email also includes situations related to pregnancy, caring for someone close to the employee, and quarantine. This document is opened to the employee by the doctor based on the examination, which confirms that the patient actually needs a course of treatment. If a few years ago sick leave forms were filled out exclusively on paper, then in 2021, at the initiative of the patient, an electronic version is allowed. At the same time, a paper version is also available for registration.
If we consider the main characteristics of an electronic document, we can note the absence of any fundamental differences from a paper document. The only difference is registration, storage and transfer to the place of request in electronic form . Currently, electronic registration is available in all medical institutions connected to the special Social Insurance system. If the hospital where the employee went does not have such access, then they will only be able to offer him a paper sick leave certificate.
The standard procedure for issuing an email is as follows:
- After the employee has applied to a medical institution, the doctor, in a special FSS application, prepares an electronic sick leave certificate, which adds information about the progress of the treatment process.
- After the treatment is completed, the doctor notifies the patient about a special electronic account number and transfers a copy of the document to the Social Insurance application.
- After recovery, the employee provides a special email number to the accountant at the place of work.
- In the accounting department, using the number provided by the employee, they open an electronic version of the sick leave certificate in the Social Insurance information database and fill out the corresponding part of the document. Then the accountant sends the email to the Social Insurance Fund.
- After the FSS receives the document, its specialist makes calculations and pays all the necessary benefits.

So the employer will not see individual points of the sick leave (for example, the employer does not have access to information about the illness of his employee, which became the basis for the electronic message).
An employee will be able to gain access to viewing an electronic document if he performs the following sequential steps:

How can an employer check an electronic sick leave certificate?
Currently, all medium and large employers are required to acquire access to a special information base from the Social Insurance Fund, which allows them to organize the recording of electronic sick leave certificates.
It should be taken into account here that if an employee decides to fill out an electronic form, then the employer has an obligation to fill out his part of the document via a personal computer. This will need to be done after the enterprise employee has recovered and been discharged from the medical institution.
An electronic document allows the employer to count on compensation payments from the Social Insurance Fund budget for an employee. At the same time, the amount of financial payment when using the electronic and paper versions of the sick leave certificate is the same.
The following standard procedure for filling out sick leave certificates and receiving financial payments is provided:
- The employer signs a special agreement with the regional office of the Social Insurance Fund to gain access to the information base.
- The employer goes through the registration procedure in a special application from the Social Insurance Fund, called the Unified IIS “Sotsstrakh”. The organization of accounting and registration of paper and electronic documents is carried out using this software.
- The employer undertakes to train its accountant, which should result in successful mastery of the Social Insurance application. At the legislative level, it is also permitted to hire another accountant who has already mastered the basic principles of using the program.
- An accountant will need a special electronic signature after completing the training course. It can be obtained from a government institution (for example, the MFC). Using this signature, electronic documents confirming that employees have completed the treatment procedure are confirmed. All registration costs are borne by the employer.
- The registration procedure is completed. If someone has opened a certificate of completion of a course of treatment, then after its completion such employee must transfer to the accounting department a special code that acts as an electronic identifier. Next, the accountant searches for the employee’s sick leave in the Social Insurance application and fills out the corresponding part of the document. Then they make a calculation and pay compensation for treatment within 10 calendar days after receiving the document. Additionally, data on sick leave is sent to the Social Insurance Fund so that the employer can subsequently receive financial compensation from the Social Insurance Fund budget for the treatment of its employee.
How to view sick leave for public services

When sick leave is paid without restrictions
— The disease is associated with a post-vaccination complication or malignant neoplasm (code 14).
— The child is HIV-infected and is being treated inpatiently (code 15).
If the child is under 7 years old
Care for young children is paid for the entire period of illness, but with restrictions:
- No more than 60 calendar days in a calendar year for all cases of care, if the reason for disability code is 09.
