Rules for writing an appeal
In order to submit an application to the traffic police, you will need to go to the official website of the Ministry of Internal Affairs . In the upper right corner, select the online services tab. The very first on the list will be the section with citizens' appeals.
After clicking this button, a list of organizations to which the application is made will appear. From the proposed list, select the Main Directorate for Road Safety. It comes sixth in line, if counting is done from above. We put a tick next to the name we need and continue filing the complaint. Please note that the document will be sent to the central office of the traffic police.
You will see a text warning you about the rules for checking your message. After reading the rules for the provision of services, at the end, you will need to check the box next to the phrase: “I have read the information.” If you don't do this, you won't be able to continue.
Next, you will see a service for receiving requests. He will ask you to fill in the required fields. Mandatory fields are marked with a red asterisk; therefore, where it is not marked, it is not necessary to fill it out. The site asks you to fill in the details of a specific recipient, indicating his name and position. If you do not have accurate information about who will review your application, then you do not have to fill it out.
Next, we identify the applicant. Not only a citizen, but also a representative of a legal entity can submit an appeal on the website. Therefore, to select the appropriate status, you will need to check the box. If you are submitting an appeal as an individual, please indicate your full name. If you are submitting an application from a legal entity, then in addition to this data, you can also indicate the name of the organization and data on the registration of the letter in the internal document flow. But this information will not be mandatory; it is filled out at will.
To receive a response, you can specify either an email address or a postal address . Below is information about the government agencies to which the application was made on the same issue, and the date the document was submitted there. That is, filing an appeal under this option presupposes the existence of some kind of solution to the problem that has arisen .
In the “text of appeal” column we indicate the reasons for filing the application. We describe in detail the reasons and what consequences you want to see after processing it. For example, bring the culprit to justice, conduct an inspection, terminate the case, etc. The service offers to attach documents that serve as evidence in the case. Next, you will need to enter the text from the image and click the send letter button.
Using the traffic police website
You can submit a citizen appeal directly from the traffic police website. In this case the same rules will apply. Select “Reception of citizens” from the list of services. Then there will be a slight difference - the portal offers to select the region from which the application is originating, that is, the application will be submitted to the inspectorate operating in the territory of the specified subject. In addition, this service offers you to choose a document option: complaint, statement, proposal, request or expression of gratitude.
To decide on the choice, let us turn to Art. 4 Federal Law No. 59. In accordance with this law, a proposal is considered an appeal containing a recommendation to improve the work of the structure. An application is a paper, the meaning of which is to formulate a request for assistance in resolving the issue. A complaint is a document that is filed to restore violated rights.
Everything else follows the same rules: we fill in the required fields containing information about the applicant, the address where the response should be sent, this can also be a postal address or an email. It is important to indicate the real address, if only because it is the applicant who is interested in resolving the issue and informing about it.
We write down the essence of the application; in the text, it is necessary to indicate in as much detail as possible the circumstances of the case, allowing the traffic police officers to consider the issue without involving you for additional information. Attached are scanned documents. Their size is limited - their volume should not exceed 5 MB.
Which option to choose
Before writing letters to the central structure, it is recommended to try to resolve the issue with local authorities. The fact is that, according to the rules prescribed in the Instructions, approved by Order of the Ministry of Internal Affairs No. 707 of September 12, 2013 , appeals that were not considered in a lower structure must be sent there first. Sending to the central office will only lengthen the processing time for the document.
The reasons for contacting the traffic police may be:
- expression of gratitude to an employee working in the department;
- request to sort out the controversial situation and protect violated rights;
- a complaint against an inspector regarding his unlawful actions or inaction;
- proposals for modernizing the work of the inspectorate;
- providing information about the commission of an administrative offense.
If your application contains such requests, then you should still choose the second option. It will allow you to contact the regional office and will not add time to forwarding it from the central office.
Please note that there is a separate service to confirm payment of fines that continue to be imposed on you. You can use this, but resolving the issue in this case will take much more time.

Consideration of the application
Consideration of applications takes place according to the rules provided for by Federal Law No. 59 of 05/02/2006 and the above-mentioned Instructions.
After receiving a complaint, it is registered within 3 days . If it was decided that it was sent to the wrong structure, then within 7 days it will be forwarded according to its competence.
A notification of this fact is sent to the applicant. After this, the actual solution to the issue begins, essentially . For this article. 12 Federal Law No. 59 allocated 30 days .
If, as a result of reviewing the document, it was discovered that this period is not enough, and there are compelling reasons for its extension, for example, the need to carry out additional examinations or inspections, then the period may be increased by another month .
The applicant is notified of the extension of the period for consideration of his application by sending him an interim response. The decision to extend such a period is made by the head of the organization, which ensures objectivity in assessing the need for this circumstance.
Article 11 of the Federal Law provides for a number of situations when a response to requests is not given . These include, for example, anonymous statements or documents that cannot be read . Fortunately, when filing a complaint electronically, these shortcomings can be avoided, since it will not be possible to send documents until all the required fields are filled out.
However, even in this case, there are reservations, the presence of which leads to leaving the request unanswered. These include the following situations:
- if a complaint to the traffic police submitted via the Internet contains an issue on which there is already a court decision, then within seven days the applicant is provided with information about the rules for appealing it;
- if the application contains profanity, threats against government officials or their relatives, then the application is not considered, and a message is sent to the applicant about the illegality of actions on his part;
- if giving an answer will lead to the disclosure of state secrets, then the answer is not given;
- if the applicant addressed this issue more than once, he was given answers on the merits, no new circumstances appeared in the case. Then employees of the authority must send an information letter to him, warning about the termination of correspondence and notifying him of his right to resume it in the event of new, previously unaccounted for circumstances.

Appeal
If the submitted appeal was not answered, or you are not satisfied with it, then you can submit an application to a higher authority .
If your rights were violated by the regional department, we send a complaint to the central department. That is, we use the first delivery option described above. If the violator is the central structure, then you can complain to the Ministry of Internal Affairs, since the traffic police is its structural unit.
If none of the proposed options produced the desired result, or it seems insignificant to you, you can file a complaint with the prosecutor’s office.
This authority was created specifically to oversee compliance with laws established on the territory of the Russian Federation, including by employees of other government agencies.
Appeal to this authority will also take place according to the rules provided for in Federal Law No. 59 of May 29, 2006. That is, it is compiled in the same format, indicating important information: to whom, from whom, for what reason. The review period is also 30 days.
How to call the traffic police from a mobile phone?
Everyone knows the number 02, where you can call the police, but you cannot dial 02 on a mobile phone. But accidents can happen on the road, and a landline phone will not be at hand.
Cellular operators offer their subscribers uniform call numbers. You can make calls on them even with a zero balance, and completely free of charge.

Any emergency service, including the traffic police, can be called by calling the Ministry of Emergency Situations - 112 . You can call this number from any operator to call the traffic police to the scene of the accident.
You will simply be switched to the number of the State Traffic Inspectorate, after which traffic police officers will promptly arrive at the scene of the accident.
You can call 112 even in the following situations:
- if there are no funds in your account;
- phone is locked;
- SIM card is missing.
