What does a residence permit in Russia give to Ukrainians?
A residence permit is a special status that a migrant acquires. This is a separate document, similar in appearance to a Russian passport, which currently has no validity period. It can be presented as identification. A residence permit in Russia for Ukrainians provides many opportunities:
permanent residence in any region of the country;
the opportunity to subsequently apply for citizenship;
the right to engage in labor and entrepreneurial activities, without obtaining additional permits or a work patent;
enjoy free medical care;
TIN, SNILS, compulsory medical insurance;
obtaining a driver's license (Russian model);
register children in preschool and school educational institutions;
receive social benefits, pensions.
But it is worth remembering that at the same time as obtaining a residence permit in Russia, Ukrainians are responsible to the state. The most important of them are to comply with the laws and constitutional provisions of the Russian Federation, indicate truthful data and once a year send a notification confirming further intentions to reside in Russia.
Important! A residence permit is issued untimely, but, as in a regular passport, you need to change your photograph upon reaching 14, 20 and 45 years of age.
List of documents for residence permit
Citizens of Ukraine are required to provide the following documents to obtain a residence permit:
application for residence permit in 2 copies;
foreign and internal passport of a Ukrainian citizen (you also need a copy of all pages and its certification by a notary);
migration card with a border crossing mark (issued upon entry into the country);
medical certificates confirming the absence of HIV, tuberculosis, drug addiction and dangerous infectious diseases. Issued at authorized medical centers;
a certificate of income for the last 3 months (this includes a copy of the employment record, a tax certificate, a bank account statement, a certificate from the employer), which is not lower than the subsistence level;

a receipt confirming payment of the state duty;
certificate of passing the Russian language exam (issued after successfully passing testing in special Centers);
4 photos measuring 3.5 x 4.5 cm (color or black and white, the image of the face must be clear, in full view, the oval of the face must not be hidden by anything);
If the period of residence in the Russian Federation exceeds 3 years, then documents for housing are required (lease agreement, purchase and sale agreement, etc.).

All foreign documents executed in another language must be translated, and then the translation must be certified by a notary. Each original must also have a certified copy.
How to obtain a residence permit for a citizen of Ukraine?
The application and accompanying documents for a residence permit must be submitted to the migration department where the migrant was registered, at the place of temporary residence.
The basis for granting a residence permit to Ukrainians is an application. It is issued in two copies. You can fill it out electronically or manually. In the latter case, a ballpoint pen with black or blue ink is used. All fields must be filled out in clear, legible handwriting. Corrections and blots are not allowed. All data must be reliable and truthful.
The following documents are attached to the application:
four black and white or color photos (35x45 mm);
a document confirming the presence of a stable income. This may be a TIN, a certificate from the accounting department of the place of work, a bank statement confirming the presence of a deposit (at least three subsistence minimums), confirmation of social payments, alimony, scholarships, etc.;
if a person has been living in Russia for more than three years, documentary evidence of the availability of housing is required;
certificates from medical institutions.

Migration card
The document is issued at the border immediately after entering the country. If his family immigrates with a citizen of Ukraine, migration cards are filled out for each person, including minor children.
A migration card allows you to stay in Russia for 90 days in total for six months, after which an extension of your stay in the country is required.

Citizens of Ukraine have the right not to register in Russia at their place of residence for three months. However, an exception has been made for immigrants from the DPR and LPR - for them the period has been doubled (180 days) on the basis of Decree of the Government of the Russian Federation No. 1744. But registration will be needed to submit documents to the authorized territorial bodies of the Ministry of Internal Affairs of the Russian Federation when obtaining citizenship.

Obtaining a temporary residence permit
Citizens of Ukraine, after arriving in the country in 2021 and completing migration registration (registration at the place of temporary residence), can apply for a temporary residence permit in Russia.
Such a document gives the right to work and reside only in the region where the temporary residence permit is issued. At the same time, foreigners can count on all social benefits and medical care. The validity period of the temporary residence permit is three years, the document cannot be extended.
The legislation of the Russian Federation strictly controls the question of how many temporary residence permits can be issued to foreigners annually in each region through a quota system.
Temporary residence permit
It is easier to issue this document outside the allocated quotas. The following categories of citizens of Ukraine can apply for them:
children whose parents (guardians) live under a temporary temporary residence permit in Russia;
children who receive temporary residence permits together with their parents;
a person who has a spouse - a citizen of the Russian Federation, subject to living with him in the same subject of the Russian Federation;
an incapacitated citizen together with guardians or parents;
investor in the Russian Federation;
a soldier while serving in the Russian forces;
a participant in the State Program for the Voluntary Resettlement of Compatriots and members of his family;
citizens of the former republics of the USSR who received education in Russia in state organizations of higher and secondary education under state-accredited programs;
citizens of Ukraine recognized as refugees or granted temporary asylum in Russia;
migrants in Russia on the basis of international treaties;
Other categories of applicants, citizens of Ukraine and stateless persons, also have the right to count on receiving a temporary residence permit outside the quota. For those citizens who do not have the listed grounds, they apply for quotas for obtaining temporary residence permits, which are not always enough.
To register a temporary residence permit, you must submit to the authorized territorial department of the Ministry of Internal Affairs of Russia at your place of residence:
application for issuing a temporary residence permit,
national passport,
medical certificate confirming the absence of dangerous diseases,
documents confirming the right to obtain a permit,
4 color photos,
receipt of payment of state duty - 1600 rubles.

The authorized body will consider the application and make a decision. The authorized body notifies the applicant of the decision made.

The next step in obtaining Russian citizenship is obtaining a residence permit. It gives you the opportunity to live and work in any region of the Russian Federation, without additional permission from the state.
A residence permit gives more opportunities to citizens of Ukraine, including:

In order for a foreigner to have the opportunity to obtain a residence permit, he needs:
Write an application for a residence permit in the Russian Federation in two copies.
Attach copies of your identity card, migration card, receipt for payment of state duty (5,000 rubles).
Additionally, attach documents for children, marriage certificate, bank statements, medical certificate and certificate of no criminal record (for visa countries).
The period for consideration of an application for a residence permit and the period for its preparation depend on the specific basis and range from two to four months. What categories of Ukrainians can obtain a residence permit under a simplified scheme?
If a migrant wants to obtain a residence permit in the Russian Federation as quickly as possible, it is worth knowing who has the right to obtain a residence permit without the intermediate stage of obtaining a temporary residence permit. This list is quite impressive, it includes Ukrainians:
who were born on the territory of Russia, former citizens of the Soviet Union;
minors whose parents (one of them) or guardians are citizens of Russia or have residence permit status;
that they have a father, mother, daughter or son who is a citizen of Russia;
meeting the requirements of Article No. 33.1. Federal Law “On Citizenship”, who are native speakers of the Russian language;
children who receive a residence permit at the same time as their parents;
HQS (specialists of the highest categories, representatives of rare professions), as well as their family members;
received higher education in Russia (full-time study), diploma with honors;
recognized as refugees.

Grounds for refusal to obtain a residence permit by a citizen of Ukraine
A simplified procedure and relaxed requirements do not mean that any Ukrainian citizen can obtain a residence permit in Russia. A residence permit may be denied without explanation if the migrant is declared an undesirable person. The most common reasons for refusal are the following:
false information is provided;
false documents were submitted;
the citizen is suspected of carrying out terrorist activities or is a member of an extremist organization;
the migrant has an outstanding criminal record in Russia or abroad (serious and especially serious crimes);
during the year of residence in the country, he received administrative penalties for violations of public order more than twice;
does not have or cannot document the existence of a legal and permanent source of income or its volume does not comply with legal requirements;
During the medical examination, dangerous infectious diseases were discovered (HIV, sexually transmitted diseases, mental illnesses, drug addiction, etc.).
Some features and reasons for refusal
A residence permit for citizens of Ukraine in Russia is issued according to general rules; the laws do not provide for any exceptions for residents of this country. All papers - which, in addition to the temporary residence permit and passport and other documents from the standard list, may include an employment contract, marriage certificate or birth certificate of a child - must be submitted to the territorial body of the Directorate for Migration Issues of the Main Directorate of the Ministry of Internal Affairs of Russia at the place of residence. The decision to issue a residence permit in Russia for Ukrainians is considered for up to six months. During this time, officials may request additional documents.
Can extradition be refused? Yes, but the reasons for refusals often come down to incorrectly executed documents or errors in personal data. Sometimes authorities reveal facts of violation by the applicant of the rules of stay in Russia - which can also serve as a reason for refusal. Overdue documents, uncertified translations, violations of deadlines - all this can be avoided if you initially act legally competently.
Is it necessary to renew a residence permit for Ukrainians in Russia?
Once a year you need to submit a notification of residence in the Russian Federation. On November 1, 2019, Federal Law “257” came into force (08/02/2019), according to which the residence permit certificate does not have an expiration date. If previously your residence permit had to be renewed regularly, which took quite a lot of time, now you don’t need to do this.
But in order not to lose your acquired rights, you need to submit a notification once a year confirming your intention to reside in Russia in the future.
There are three ways to submit an annual notification: in person at the territorial police department, by mail, or electronically. But it is worth remembering that once every five years a citizen must submit a notification only in person to the migration department of the Central Internal Affairs Directorate.
Note! The first violation of the notification deadline will result in a fairly significant fine, and a repeated violation may result in the cancellation of the residence permit.
