Russians receive a passport at the age of 14 and are required to have it throughout their lives (subject to replacement in cases established by law).
The absence of a passport is unacceptable; if it is lost or damaged, you should immediately contact the passport office, and if it was stolen, write a corresponding statement to the police.
The owner of the passport is responsible for the proper storage of the document. This concerns the preservation of its appearance, as well as preventing loss. If the passport is damaged or lost, the owner is obliged not only to contact law enforcement agencies, but also to bear responsibility.
How much is the fine for losing a passport?
Sanctions are provided for in Article 19.16 of the Administrative Code of Russia. As a punishment for losing a passport, a fine is imposed, the amount of which depends on the specific situation:
- From 100 to 300 rubles – if the owner of the document immediately reported its loss to law enforcement agencies.
- From 2 to 3 thousand rubles - if the corresponding statement to the police was written untimely. A typical example is that a citizen has lost his passport, but continues to live as usual and does not take any action to restore it. For Muscovites and residents of St. Petersburg, this fine has been increased to 3-5 thousand rubles.
Sanctions apply regardless of where the citizen lost his passport - in the city of residence/registration or in another locality.
It is worth noting that a fine is imposed even if the owner’s passport was stolen. This is due to the fact that, by law, the owner of the document must ensure its safety, including protection from possible theft.
However, in addition to the fine, you will also have to incur additional costs. The lost document must be restored (received a new one instead). A state fee is charged for this. In this case, its size has been increased and amounts to 1,500 rubles. For comparison, with a planned replacement of a document, for example, upon reaching the 25th anniversary, the state duty will be 300 rubles.
You can reduce the fee if you submit an application for a replacement passport through the State Services Internet portal. A 30% discount will be provided, the state duty will be 1050 rubles.
Sample application
After losing your passport, you need to contact the police department with a statement about the loss. The form requires you to indicate the fact that the document was lost or stolen. In the latter case, the procedure is more complex and lengthy, because employees of the Ministry of Internal Affairs open a criminal case.
If there is no firm certainty of theft, it is recommended to indicate the fact of loss in the application. This will simplify the recovery procedure. In any case, after informing the government department in writing, the old passport is cancelled.
The application is filled out randomly, detailing the purpose of the application and describing the details of the incident (place and time of loss). The details of the previous passport (if available) are entered into the form and the date of submission is indicated.

How to avoid a fine for losing your passport
In rare cases, financial sanctions are not applied, and law enforcement agencies are limited to warning the citizen who has lost his passport. But this requires valid reasons - for example, if the document is lost:
- as a result of sudden utility failures or other force majeure circumstances;
- after an incident that caused health problems for the passport holder;
- when on a business trip (supporting documents are required: travel certificate, travel tickets, checks from hotels, etc.).
It is possible to mitigate the punishment if a person’s passport was stolen, but immediately after that he promptly went to the passport office and wrote a corresponding statement to the police. But such situations are considered individually.
Required documents for recovery
- Coupon notification of acceptance of a statement by the police.
- Form for receiving a new document (according to Form 1 P).
- 2 photos 35 by 45 mm without headdress, front view, black and white or color. If it is necessary to provide a citizen with a temporary passport, an additional photo will be required. If religious beliefs require the presence of a headdress in front of strangers, it is allowed to be photographed wearing it.
- Document on change of name and new birth certificate - if such a procedure was previously carried out.
- Papers about marriage, divorce.
- Information about minor children.
- Military ID or other military registration documents.
- Receipt for payment of state duty or fine.
- Papers confirming registration at the address of residence or stay (extract from the house register). You can obtain the document at the MFC.
- International passport - required to add a stamp to a new identity card.
If the set of papers is insufficient, the application is completed incorrectly, there are signs of unreliable information or falsification of documentation, reinstatement will be denied. The person is informed about this in writing, indicating the reasons on which the process was stopped.
Documents are presented in the form of originals; if there is a copy of a lost passport, it is submitted to the Ministry of Internal Affairs. In the absence of a notification coupon, the date of the visit and the details of the institution where the citizen applied should be written in the statement of loss.
The receipt for payment of the state duty can be obtained on the website of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs and paid in advance.
What to do if lost
The procedure depends on whether the document is lost or stolen. In the first case, you must contact the passport and visa department as quickly as possible to cancel the lost document. This will protect you from scammers who can apply for a loan, loan, installment plan, register a legal entity, etc. A canceled passport is invalid, and its former owner will not have to pay other people’s debts or bear other types of liability for the lost document.
Next, you need to write an application for passport restoration, pay a fine and state duty. Specialists will begin preparing a new document only if there is documentary evidence of payment.
While the passport is being processed, a temporary identity card will be issued. If the application is submitted at the place of registration, the passport will be issued within 10 days. When applying at your place of actual residence, the period increases to 2 months.
If your lost passport is found, but a new one has not yet been issued
If the lost document is discovered after the application and other papers have been sent to the government department, it must be brought to the place where you applied for a new one - to the Department of Internal Affairs of the Ministry of Internal Affairs (clause 139.5 of Order No. 851). The previous passport is considered invalid and therefore cannot be used.
If the loss is discovered before the papers are sent for re-issuance of the document, it is allowed to withdraw the application. If government officials have not yet canceled the old passport, it remains valid and does not lose legal force.
The loss of an identity document must be reported to the police immediately. This will protect the citizen from the actions of fraudsters and will allow you to start the procedure for re-issuing a passport. To obtain it, you should contact the Department of Internal Affairs of the Ministry of Internal Affairs directly or through intermediaries - the MFC or the State Services portal.

Sanctions for non-payment
To repay debts on administrative fines, offenders are given 60 days, starting from the date of registration of the administrative protocol. In this case, the decision to impose punishment is valid for two years.
If you fail to pay, the fine will reach 1 thousand rubles (in accordance with the law, it doubles, but the minimum value is 1 thousand rubles). Other possible penalties include administrative arrest for up to 15 days or community service for 50 hours.

Reasons for refusal to issue a new document
If a person has lost his passport, he contacts the Ministry of Internal Affairs to reliably replace the document with a new one. But there are reasons why this action may be denied. They are reflected in the law:
- the applicant does not have Russian citizenship;
- if there is no receipt for payment of the state duty, and there is no information in the database about its payment;
- photographs do not meet established requirements;
- An incomplete set of documents was provided or these papers do not meet the requirements;;
- the identity of the citizen could not be established;
- indication of false information in the application;
- the previously issued passport is listed as valid (here we are talking more about an internal error).
What to do if your passport is lost and they refuse to issue you a new document? Only one action is possible - eliminating the reason why this happens.
My passport was stolen: can I get a loan?
This situation cannot be ruled out. If a person has lost his passport, he is at great risk. If a document falls into dishonest hands, that person can contact one of the microfinance organizations online and receive a loan under someone else’s name.
MFOs issue loans remotely and, in practice, can issue a loan to a fraudster. If the document is listed as valid, there will be no special problems with this. So, if your passport is lost, you need to immediately run to write a statement when you discover this fact.
A couple of weeks after writing an application to the Ministry of Internal Affairs, we recommend checking your own credit history, especially since this can be done for free twice a year.
