In cases where an employee needs to take care of a sick relative, he can issue a sick leave certificate. At the same time, the receipt (or non-receipt) of social compensation depends on the correctness of its registration.

Now it is clear what a certificate for caring for a sick relative is. Such a document is not drawn up very often. Nevertheless, it takes place.

The form of paper submission is written. As we have already said, the form for a certificate of care for a sick relative is printed on a regular white sheet. In this case, form No. 036/у is used.

Such a document has not yet been found in electronic form, but the possibility that it will be issued in this way cannot be ruled out.

Who can apply for benefits

Compensation for caring for an elderly disabled person is paid only to certain categories of citizens.

The main criteria are:

  • Working age;
  • Lack of any income.

Allowance for caring for the elderly and disabled implies full dedication to caring for the ward, equivalent to work. Citizens applying for compensation:

Note. A benefit for caring for a bedridden and disabled person can be applied for not only by a relative, but also by a person who is not related.

But that is not all! A certificate for caring for a sick relative may be useful in the future when calculating work experience.

In Russia, the period of official care for a disabled person or an elderly person in need (including a relative) is counted as length of service. Thus, a person is approaching retirement without having official employment.

It is worth remembering that when registering for care, a citizen is entitled to a monthly compensation of 1,200 rubles. It is paid together with the relative’s pension, if any.

No thanks

In the Moscow region they decided to undertake a serious social experiment. A new form of social support has been introduced - cash payments for the care of disabled people of groups I and II. In other words, they gave a salary in the amount of two pension subsistence minimums to those who are ready to care for seriously ill citizens at home. The cost of living for a pensioner near Moscow today is 9,137 rubles. Therefore, the salary of a voluntary nurse will be 18,274 rubles per month.

“The population is aging. And not only in the region, but also in the country. The number of citizens who need the services of caregivers is growing,” explains the Minister of Social Development of the Moscow Region, Irina Faevskaya. It would seem that open a sufficient number of state special institutions for infirm pensioners - and the problem will be solved. But those who work with this category of the population know: institutions are not always good. Many elderly people flatly refuse to leave their apartments, their photographs and memories. Torn out of the usual flow of life, old people begin to mope, get sick, and lose interest in everything. In many cases, it is much more humane to leave an elderly person in familiar interiors and pay extra to those who are ready to brighten up his joyless everyday life.

How to register?

A certificate for caring for a sick relative (for a university or for an employer) can be useful for everyone. But first you should find out how to register as a caregiver. Let's consider the situation using the example of a pensioner after 80 years.

In this case, you need to contact the relative with the Pension Fund with a corresponding application. Apply to it:

  • passports of the parties;
  • pensioner's ID;
  • SNILS;
  • certificates from the place of study/work (if available);
  • documentation of disability (or other evidence that the person needs care);
  • certificates confirming relationship.

After this, as a rule, the person is registered as a caregiver. Ideally, a citizen will have to quit (or simply not have official employment). Otherwise, the service may be refused.

Compensation for caring for elderly people over 80 years of age in 2021

Another option for the employee is to take unpaid leave, which may be provided by the employing organization in the presence of exceptional personal or family circumstances. During the specified leave, the employee is not paid any monetary remuneration for his work, which does not allow him to stay on it for too long. The duration of leave without pay can be any; this parameter is determined by agreement between the company and the employee. The only problem is that the employer is not obliged to provide such leave to care for parents, so the manager can simply refuse the employee’s corresponding application, and in this case it is impossible to oblige him to provide a certain amount of rest time.

For normal needs

And sometimes it happens that a person, due to life circumstances, requires temporary care. For example, during rehabilitation after treatment. This arrangement does not provide for dismissal, but you can take academic leave from the university.

In addition, in this case, working citizens are offered paid sick leave. But they don’t give out a payment of 1,200 rubles. In fact, the person will be considered to be temporarily caring for a relative.

In such circumstances, you will need to contact the Social Insurance Fund or the MFC/employment centers. The following documents are presented there:

  • identification documents of the parties;
  • statement;
  • medical certificates stating that the applicant needs care;
  • certificates indicating the relationship of the parties.

After studying the relevant papers, the person is provided with temporary care for a loved one. And it is at such moments that you may need a certificate to care for a sick relative.

Compensation amount

To make a choice between work and care, you need to know how much they pay to care for an elderly person and a bedridden patient. The amount of compensation payment is established by Order of the President of the Russian Federation No. 1455 dated December 26, 2006 and is 1200 rubles.

Compensation for caring for a bedridden sick child is paid on the basis of Decree of the President of the Russian Federation No. 175 of February 26, 2013. The amount of the benefit is:

  • 5500 rub. – legal representative;
  • 1200 rub. – to third parties.

Benefits for caring for an elderly person over 80 years of age and for bedridden patients are added to the pension of a disabled citizen. Such measures have been taken to protect pensioners from assistants shirking their duties.

Note. An increase in the elderly care benefit is not expected in 2018. Changes in the amount are regulated only by Presidential Decree.

Where to get?

But where can I get it? Answering such a question can be very problematic. Especially considering the fact that most often this means registering citizens as caregivers through the Pension Fund.

Nevertheless, it is possible to obtain the mentioned paper. It is recommended to contact the following services:

  • social protection authorities;
  • employment centers;
  • Pension Funds of the Russian Federation;
  • MFC.

It all depends on the specific situation. As we have already said, if it involves official care for a disabled person or a person after 80 years of age, then you need to go to the Pension Fund for the appropriate certificate. It is also required to be issued after returning from such a “vacation”. In other situations, it is better to contact the Social Insurance Fund or employment centers. Not all MFCs handle the relevant paperwork.

Documents for reference

What papers might be useful to bring your idea to life? Few people can answer this question. Indeed, in real life, the question of how to obtain a certificate for caring for a sick relative rarely arises. And citizens simply don’t know where to start.

When contacting one of the previously listed bodies, it is worth preparing a certain package of documents. Namely:

  • identification;
  • passport of the person being looked after;
  • certificates about the health status of a relative;
  • documents that can indicate relationship with a person.

It would be enough. By attaching all this to the application for the issuance of the relevant paper, it will be possible to solve the problem. The issuing authority will check whether the person actually provided care and then issue a certificate in the prescribed form. It will have to be submitted to one or another organization only in the original.

Additional benefits of caring for the elderly

Caring for a bedridden patient is hard daily work without holidays or weekends. The state's idea was based on a worthy idea - to pay benefits for caring for an elderly person to a person who spends most of his time caring for a bedridden patient.

Compensation of 1,200 rubles is a symbolic figure, which is 7 times lower than the minimum wage. With such compensation a person will not be able to meet his minimum needs.

To compensate for the time spent caring for pensioners and disabled people, the government allowed this period to be included in the length of service, with points accrued annually (1.8). Such measures were aimed at ensuring the protection of citizens and maintaining continuous work experience. People will receive a pension for caring for an elderly person over 80 years of age.

The legislation allows patronage for several wards at once. In this case, the accrual of pension points is calculated in proportion to the number of wards. For example, caring for three disabled people will contribute 5.4 points annually to the elderly care pension.

Content

What exactly should be written on said paper? A certificate of the need to care for a sick relative can be issued by the attending physician. He issues a document indicating the person’s illness and the need for care.

Speaking about certificates in form 036/у, it is worth noting that they contain slightly different information. Eg:

  • period of care;
  • Full name of the parties;
  • date of issue;
  • reference to the patient's age.

Here, as a rule, the signature of the doctor or the head of the issuing authority is placed. There is nothing incomprehensible or strange about this.

Nuances of compensation payments

Guardianship should not be confused with patronage of a bedridden patient. In the first case, the person providing guardianship can work, take care of the ward with full disposal of his funds, for the benefit of the incapacitated citizen. At the same time, he does not receive benefits, but can enjoy benefits when living with a ward and accompanying him when moving.

Note. To appoint guardianship, an adult must be declared incompetent by a court.

If guardianship is accompanied by conditions specified in Federal Law 400 of December 28, 2013, Article 12, then the guardian is entitled to money for caring for the elderly person. Receipt of benefits is guaranteed only to a non-working person.

Allowance for caring for the elderly and bedridden patients is an alternative to helping able-bodied citizens in caring for the elderly who, due to current circumstances, cannot engage in labor activity. The ability to continue your work experience and receive points towards your insurance pension is the main “trump card” of state support for caring for the elderly and disabled.

Below is a sample certificate for caring for a sick relative. It's really just a template. By substituting data about certain people into it, you can obtain the necessary certificate.

Extracts from the Pension Fund of the Russian Federation about the period of stay in the official status of “nurse” for a relative in need of care look somewhat different. Nevertheless, the form of presentation of this paper will be similar to the certificate already known to us.

How to properly arrange leave to care for a sick relative

  1. An important condition for one of the relatives to receive sick leave benefits is the actual care of the person. If falsification is discovered, the court will subsequently recover the amount paid, despite the fact that the medical institution issued a certificate of temporary incapacity for work.
  2. The second important condition is treatment at home. When a doctor has diagnosed a disease, it is important that he prescribe outpatient treatment; if a sick parent should be sent to an inpatient department, it is assumed that medical staff will take care of him there, so the relative is not entitled to sick leave. If in the future he needs care at home, one of his relatives or loved ones can take out sick leave for his care.
  3. Another condition is the employment of the caring person. He must be an adult and officially employed; a certificate of incapacity for work is not issued to caring pensioners.

It is now clear how one can obtain confirmation that a person was caring for a relative in need of care. In real life, citizens have problems with completing this paper. In particular, if we are not talking about obtaining the status of “nurse” through the Pension Funds of Russia.

It is prohibited to falsify this document. If you have questions regarding the procedure for issuing a certificate, you can always contact either an experienced legal consultant or the MFC. They often tell you how to get this or that paper. And certificates of care are no exception.

With the right approach, everything is much simpler than it seems. Now there are various websites offering to quickly issue a certificate of care for a relative. It is not recommended to resort to their help. Often these are just scammers who want to profit from gullible and inexperienced citizens. Only the authorities listed above can request the appropriate paper!
