Since 2014, there has been a law that if a citizen does not appear at the draft board before the age of 27, then instead of the desired document he is given a certificate stating that he evaded conscription service without legal grounds. Having received such a certificate, the road to applying for a job in government agencies will be closed. If working in government agencies was not part of your plans, you can, of course, live with this certificate. But if you want to have all the employment opportunities in any organization, then you should take care of obtaining the document legally.
Certain categories of citizens have the right to be exempt from military service and receive a military ID:
- Recognized by the draft medical commission as being of limited fitness. In order to rank yourself in this category of conscripts, you must have a clear, well-formulated diagnosis. The illness must be on the list of diseases exempting from service. Pass a medical examination of limited fitness and receive a certificate confirming the right to receive this document.
- Citizens declared unfit for military service due to health reasons. Citizens with health category “D”, unfit for military service. To obtain this right, you also need to go through the difficult path of obtaining an act of recognition of unfitness and obtain a document.
- Citizens who have completed alternative service. In this case, the document is issued after completing alternative service. When might a military ID be needed?

A visa without a military ID is issued if you have a foreign passport. This document is not needed for the visa itself, but is required for obtaining a foreign passport. If you already have a passport and the person leaving is between 18 and 27 years old, then they are unlikely to require one at the border. But such efficiency is rare, since travelers are mainly in this age range. If you take care of your passport in advance before you turn 18, you may be able to avoid these problems.
- Registration. In matters of registration, things are somewhat different. This document is not required for registration. The passport office does not have the right to refuse registration at the place of residence, however, according to the law, passport office employees must send the citizen to the military registration and enlistment office for military registration. Although this direction is more of a recommendation than a mandatory one.
- Registration at the registry office. If a citizen of the Russian Federation expresses a desire to submit an application to the registry office without having this document, then no one has the right to refuse him this. It is not included in the list of required documents. But according to the law, when changing marital status, a citizen must provide this information to the place of military registration within two weeks. - Receiving a parcel by mail. The military ID is included in the identification documents. Will they hire me without a military ID?

If the applicant has not yet been in the army before the maximum conscription age, he has minimal chances of successfully finding a job; the manager has no guarantees that the accepted employee will not become a recruit in the near future.
Sometimes young people manage to find a job that does not require them to present a “credentials”, agreeing to low-paid work with a salary “in an envelope”, without a social package, and having practically no rights.
For official employment, the advantage of a military ID is obvious:
- high payment rates;
- decent positions, career growth;
- full package, including sick leave, vacation pay, various benefits;
- the opportunity to join law enforcement agencies with a high salary and additional advantages in the form of a mortgage worthy of a pension.
Theoretically, getting a job without a “military” is possible, but working illegally for meager money, completely depending on the whims of the employer, and having no prospects, is far from the best option.
Employment and military ID
First of all, the document will be required for successful employment. When hiring, large and stable companies register their employees in accordance with all the rules of labor legislation. The personnel department at such enterprises works according to a well-established scheme and closely interacts with the military registration and enlistment office. That is why having a military ID will be of fundamental importance.
Its absence negatively affects the ability to get a decent, well-paid job. The fact is that when employing citizens liable for military service, the employer is obliged to send information to the military commissariat about their enrollment in the company’s staff.
For concealing this information, the employer may be subject to a large fine. Any organization that does not want to spoil its reputation wants to avoid such troubles. In this regard, candidates who do not have a military ID are simply not considered and, in conditions of serious competition in the labor market, often remain unclaimed.
Subsequently, applicants will find work in small businesses and will work “under the black flag”, without official registration.
Such employment carries great risks for employees and can have an unpleasant outcome: the employer’s refusal to pay wages; not providing annual paid leave; reluctance to accept and pay for sick leave; retroactive dismissal; loss by an employee of state social guarantees, etc.
