Each land plot is subject to cadastral registration. Lands included in the Unified State Register of Real Estate must have an accurate description of their characteristics. Characteristics are described in both text and graphic forms.

    The designation on a map of the area of ​​a land plot with highlighted boundaries, buildings located on it, communications, and adjacent neighboring territory is called a “situational plan.” According to the rules, all construction projects on it are accompanied by information about the date of construction, number of storeys, street names, and house numbering are indicated.

    Wikipedia states that a situational plan is a contour plan that does not contain information about the terrain of the territory. In other words, it uses horizontal surveying to create it, as opposed to a topographic geobase, which includes displaying elevations.     You can obtain a town planning plan for a land plot by contacting your local government authority.

    As mentioned above, the issuance of GPZU falls within the competence of local government . Thus, first of all, you need to contact the local government with a request to provide a GPZU.

    In Moscow, such a body is the Committee on Architecture and Urban Planning. The request is submitted either personally to the responsible official or sent electronically via the Internet.

    When applying in person, you must have with you a document confirming your identity (and a power of attorney if you are not the applicant). As well as documents confirming your right to a land plot. An exception to this rule is a civil contract.

    To apply via the Internet, you must fill out a request form, which is certified by an electronic signature.

    All necessary documents are requested by the authorized body in the manner of interdepartmental interaction, however, at the request of the applicant, they can be submitted on their own initiative.

    When is it necessary?

    To conduct a transaction of purchase/sale or lease of a property from the legal side, the situation plan is not a mandatory document.

    Its presence is necessary to provide complete information about the boundaries of the site, the adjacent territory, nearby favorable and unfavorable areas, security zones, etc.

    • obtaining permission to design and build a new facility;
    • carrying out reconstruction of historical buildings, monuments;
    • gasification, electrification of the site.

    Situation plan by cadastral number online

    After cadastral numbers began to be assigned to all real estate objects in 2007, transactions with them are only possible if this identifier is available. The number is issued once and is assigned to the site, regardless of the change of owner.

    All information is stored in the Rosreestr database and is freely available to users, which, in turn, makes it possible to obtain a situational plan of a land plot using the cadastral number.

    The package of documents for issuing a site situation plan at the MFC branch includes:

    • application on a standard form;
    • real estate documents confirming ownership, or an extract from the Unified State Register of Real Estate;
    • identification documents.

    An urban planning plan for a land plot is required for the construction or reconstruction of any objects on the site (bathhouse, greenhouse, barn, garage, etc.), except for the construction of linear objects (power lines, communication lines, linear cable structures, pipelines, highways, railway lines, etc.).

    The GPZU contains information about the location of the future or existing object, the distance from it to neighboring objects, laid networks or their availability, etc.

    In order to obtain a GPZU, residents of the Moscow region must submit an application. They can do this online through the portal of state and municipal services.

    A citizen or legal entity that has a plot of land in the Moscow region can apply for a GPZU. He has the right to do this on the basis of ownership, lease, inheritance or free use.

    The owner's representative can also receive the service. In this case, the authorized person must submit a document certifying his authority.

    Only registered users can submit an application on the public services portal. Therefore, first you need to go through the authorization procedure. After successful registration, you will be provided with a list of all available services, including “Preparation of urban planning plans for land plots for the construction or reconstruction of facilities.”

    To fill out the application, you must provide personal information (full name, SNILS, residential address), contact information, your status (legal entity or individual), address for issuing the service results, and also attach the following documents:

    • identification document of the applicant;

    • a copy of territorial planning and urban zoning documents;

    • approved documentation on territory planning (planning project, land surveying project);

    • topographic survey of a plot of land on which ground, above-ground and underground communications should be marked;

    • a document certifying the authority of the representative (power of attorney). The full name of the person who issued the power of attorney must be indicated; Full name of the person authorized by power of attorney; passport details; the scope of powers of the representative, including the right to sign and submit an application for the provision of services; date of issue of the power of attorney; signature of the person who issued the power of attorney;

    • an extract (information) from the Unified State Register of Legal Entities (if legal entities apply) or from the Unified State Register of Individual Entrepreneurs (if individual entrepreneurs apply);

    A notification of registration of the application will be sent to your email address; as a rule, this takes one business day. The letter will indicate the date of the procedure.

    The provision of services may be refused in the following cases:

    • if a citizen has submitted unreadable documents;

    • if documents have been submitted that are no longer valid;

    • the applicant lacks an identification document, etc.

    The maximum period for completing an urban development plan in the region is 20 working days. The result is sent to the applicant’s personal account on the public services portal in the form of an electronic document signed by an authorized person.

    You can also find out the result at any MFC in the Moscow region by indicating the appropriate method in the application. You must have with you original documents proving the identity and authority of the person receiving the urban planning plan.

    Plan for gasification

    When agreeing with the operational services for connecting the site to the gas network, a mandatory package of documents is drawn up, which includes a situation plan with reference to local coordinates, drawn up on an A4 sheet. Information on the possibility of preparing a situational plan for gasification is provided by the local municipality.

    To obtain a situational plan of a land plot by address, it is enough to indicate the exact coordinates of the location of the object.

    In the absence of such information, it is necessary to contact a specialized organization that will produce a situational plan of the land plot on a scale of 1:2000 after performing a topographic survey for gas.

    It is also possible to prepare the document yourself. The basis is taken from high-resolution maps from open sources. Before this, it is necessary to notify the operational services in advance about independently drawing up a situational plan for the land plot for gasification.

    Where to get a situational plan of a land plot for gasification

    In order to ensure gas supply to a site or house, a list of necessary documents must be provided to specialized services. This list must include a situation plan with reference on A4 paper.

    Consultation on obtaining a land plot plan for gasification can be obtained from the local government authority at the location of the facility. There the customer will be told which organization should issue a situational plan for a specific site. To contact, you only need exact coordinates.

    If there are no such coordinates, then there are two ways to solve the problem:

    1. Seek help from a specialized architectural organization that can take spot measurements and draw up a plan on a scale of 1:2000;

    An application to connect a site to the electrical network must be accompanied by a plan for the location of power receiving devices. The document contains two parts: text and graphic. The latter is a map-scheme M1:500 on an A4 sheet.

    When drawing up a situational plan for electrical networks, you must indicate:

    • clear boundaries of the site;
    • main and secondary buildings;
    • ground and hidden utility lines;
    • power lines with external power supply;
    • cable markings, protective equipment, grounding points.

    1. To do this, you need to register on the site and send the appropriate request.
    2. Next, the resulting situational diagram must be scaled to 1:500 and saved electronically or printed.
    3. Then find a sample situational plan for connecting electricity and, using a graphic editor, identify nodes and power lines on the site.

    But it is worth noting that municipal energy service workers may not accept such an EPU plan for connecting power grids.

    When is a site plan required?

    A situational site plan linked to the territory is obtained together with a copy from the general plan and is used in the following cases:

    • real estate transactions, when the parties need a complete understanding of the object and the surrounding area;
    • connection of utilities (electricity and gas);
    • planning the construction of a house to transfer the plan to the local administration;
    • reconstruction of historical monuments to determine the displacement of foundations.

    Since 2007, all real estate objects have been assigned cadastral numbers, which are individual characteristics of the objects. The number, consisting of 19 digits, contains basic information about the object: location, district, quarter, etc. The number assigned to the object remains with it regardless of the change of owner. Without a cadastral number, any transactions with the property (purchase, sale, rental) are impossible.

    So, using the cadastral number, you can easily get a situation plan in person. To do this, you need to come to the nearest branch of the MFC “My Documents” with the following documents:

    1. An application in which you need to correctly indicate the cadastral number of the property (you will receive the form and sample on site);
    2. Passport of a citizen of the Russian Federation;
    3. Certificate of state registration of rights to a land plot or an extract from the Unified State Register;
    4. Certificate of state registration of the right to the building.

    The service is provided free of charge. The execution time is no more than 3 days. The basis for refusal to provide a service is the lack of necessary documents. If extradition is refused, you can appeal the decision in a pre-trial (out-of-court) manner.

    Where can I download it for free?

    Sometimes the legislation of local municipalities allows for the independent preparation of a situational plan according to the cadastral number. You can download the document from the Rosreestr database or compile it using maps from Yandex and Google services. Certain requirements are put forward for such a situational plan:

    • presence of all necessary symbols;
    • compliance with a given scale;
    • supporting the data shown in the diagram with an explanatory note.

    The difference between a situational plan and a general plan is that it contains relevant information at the time of preparation. In addition, the diagram is drawn up on a scale of 1:500, 1:2000, 1:5000. The master plan is prepared on a scale of 1:200, 1:500.

    The architectural department is preparing a situational plan for a site in the Moscow region. In Moscow, issuance is carried out by Mosgorgeotrest.

    You are required to print out a land plot plan by cadastral number free of charge within 3 days after applying.

    It is worth considering that information in government databases may be outdated, and you will have to independently enter current information into the document.

    In particular, this applies to real estate in the Moscow region. The situational plan of the site in Moscow may contain more up-to-date information due to frequent database updates.

    Registration of an urban planning plan for a land plot

    First of all, it is necessary to obtain an urban planning plan for the land plot (GPZU).

    This document is strictly informational in nature and it reflects such information as the boundaries of the site, the type of permitted use, the presence and coverage areas of public easements, the parameters of the possible development of the site, the purpose of the structure and other information necessary for the development of the site (Article 44 of the Town Planning Code of the Russian Federation dated December 29, 2004 No. 190-FZ (hereinafter referred to as the Civil Code of the Russian Federation)).

    Based on this document:

    • obtain a building permit,
    • prepare documents,
    • permission to commission the facility is issued.

    Validity period of the urban development plan of the land plot

    The validity period of the GPZU is three years from the date of its issue.

    In accordance with Part 4 of Art. 8 of the Federal Law of December 29, 2004 N 191-FZ “On the implementation of the Town Planning Code of the Russian Federation” regarding individual housing construction projects, permission to commission until March 1, 2018 is not required.

    The information reflected by the GPZU makes it possible to identify a land plot and determine its location in relation to other land plots, real estate and capital construction projects, as well as other objects and zones. GPZU does not determine specific locations for the placement of capital construction projects. It indicates only the locations of possible and permissible placement of such objects.

    It should be borne in mind that in Moscow, in addition to the GPZU, a situational plan is also being prepared as an annex to the GPZU. It displays all underground utilities and structures located within the boundaries of the land plot. The exception is communications and structures, information about which constitutes a state secret. This innovation has been in effect in Moscow since May 20, 2021.

    However, according to clause 10(4) of the Moscow Government Decree dated May 25, 2011 N 229-PP; clause 2.2 of the Moscow Government Decree dated March 29, 2016 N 137-PP until January 1, 2021 in relation to certain categories of land plots, for example, land plots intended for individual housing construction, subsidiary farming, agricultural use and gardening - a situational plan should not be prepared required.

    If there is no need to change the previously established boundaries of a land plot, then the GPZU is issued as a separate document, and its issuance falls under the competence of local government bodies.
