Which data is the most reliable: which is contained in the cadastral number or in the conditional one?
The most reliable data is the cadastral number, since entering data into cadastral registration requires clarification in the land surveying of plots and the definition of their boundaries within the coordinate system.
When assigning a conditional number to real estate, such requirements were not presented, so in most cases they contain erroneous data.
Therefore, in order to complete a real estate transaction and for it to comply with all the requirements of current legislation, the property must have a cadastral number.
In addition, if data on a conditional number is lost, it will be almost impossible to restore its actual digital designation if the accounting books where it was entered have not been preserved.

What is the difference
Only with a new cadastral number can you fully manage your property. Based on an identity card (passport) and a new format identification number for real estate, a person can confirm his right to property. Then receive all the necessary documents to carry out various actions with real estate:
- rental of an object;
- asserting your rights in court in the event of controversial issues regarding the property;
- registration of documents for deed of gift or transfer of inheritance;
- sale of real estate;

- cadastral registration number
- who is the owner;
- land area;
- category of purpose of the land plot;

What are the main differences between the conditional code and the new cadastral code?
The conditional number includes 6 or 7 groups of numbers with encrypted information about real estate located in all regions of the state. The new code from the state register is attached to the land on which the house is located; it includes from 4 to 6 groups of numbers with divisions.
The old code also has divisions, and the data encrypted in a set of numbers allows you to accurately identify a real estate object and find out who owned it in the past. Such verification takes a lot of time and requires repeatedly submitting a request to the archives.
If the owner of the property discovers that the owner’s certificate contains numbers that differ from the data in the register, this does not mean that he needs to change all the documentation. This happens and does not conflict with Russian legislation.
It should be noted that, having only a conditional number, you cannot carry out various transactions with property. Rosreestr does not take into account old codes.
So, is a cadastral number different from a similar conditional one, and what is the difference?
The main difference is how cadastral numbers are assigned to immovable properties.
Conditional is assigned to any building that has the status of immovable (new building, apartment building, office building, apartment) with the exception of a land plot.
A land plot can only receive a cadastral number. A conditional cadastral number of a land plot is assigned to it at the time of registration of rights to it and entry of data about it into the register of the authorized body.
Another difference is the written presentation of numerical values. Some conditional ones consist of 7 digits, while cadastral ones must have only 6 digits.
Legal meaning
Each cadastral number is unique, it is never repeated and belongs to a specific property; it is assigned when a land plot is registered in the cadastral register. As long as the plot exists in kind, the cadastral identification number is valid and does not change. Uniqueness is the main requirement for cadastral numbers.
The cadastral number contains encrypted data on how exactly to find a given plot. There are 4 levels in total, each of which is separated from the others by a colon: A: B: C: D, each level has a strictly defined meaning, common to all numbers:
- A – a two-digit number indicating the number of the cadastral district in the Russian Federation;
- B – a two-digit number corresponding to the number of the municipality within a given subject of the Russian Federation;
- B – number of the cadastral quarter in the form of a seven-digit number;
- G – four-digit site number.
In each of the digits, the numbering is from 1 to the maximum value within a given number. If there is no data for any digit, then the number retains the number of characters, but all of them will be equal to 0. It is best to explain using the example of a specific number: 50:05:05 17 005:0002. Here:
- 50 – identification number of the district in the Moscow region;
- 05 – cadastral number of the Istrinsky district;
- 03 16 004, where 03 is the cadastral block, 16 is the number of the cadastral array in the block, 004 is the number of the cadastral quarter in the array,
- 0002—site number.
Not only identifier functions are assigned to cadastral numbers. The code for each number is based on specific data that can be clarified, verified, and changed if necessary. If you have the cadastral number of a plot of land in your hands, then with its help you can immediately obtain the following information:
- The postal address of the site, as well as its exact number.
- Area, as well as data on adjacent plots.
- Technical information about the land.
- Assessment as of the date of entering the latest data about the site into Rosreestr.
Now no owner can make any transaction with land if data about it is not included in the cadastre. Having the exact postal address of the site, you can contact the cadastre to find out the cadastral number. However, if there are no new registration data about the plot, and the owner only has old documents with a conditional plot number, then it is from these data that you will have to start, since they have in no way lost their legal force.
The law requires that when making any transactions related to the alienation of ownership of real estate, the cadastral number of this object must be included in the documents. In other words, until the owner properly registers his land with the cadastral register, he will not be able to carry out the following transactions:
- Sell and buy land that is not registered in the cadastral register.
- Bequeath your plot to someone.
- Divide the plot into several parts, or carry out the operation of combining your land with neighboring plots into a single whole.
- Prepare a deed of gift.
- Conclude an exchange agreement.
- Rent out land.
With the entry into force of the new edition of the Land Code of the Russian Federation in Part 6 of Art. 120, a new requirement has been introduced regarding the wording of agreements for the disposal of capital buildings. Now the contract must indicate the cadastral number of the land plot on which the building is erected. In other words, even if the building has a cadastral number, but the land under it is not registered, then it will not be possible to make any transaction with this building before registering the site legally.
The owner may wish to divide the land into several independent plots. Or the owner will want to combine adjacent plots into one property. In both cases, the original object ceases to exist, and the cadastral number previously assigned to it goes into the archival database. The cadastral case itself is officially closed. Meanwhile, later, when an interested person or organization makes a formal request, information from the archived database will be provided.
Validity period of the cadastral passport
Cadastral passport is a document that is an extract from the cadastral register of data. This document includes information about the object, its purpose, as well as about the person who has ownership rights to this building.
The law establishes a rule according to which the validity period for such a document is not provided. In turn, it should be understood that if changes are made to an object that are subject to state registration, this must be reported to the authorized body, which, based on new data, issues a document with new information.
Decoding, obtaining additional information

- the second two are the county in which registration is carried out.

Sample of the old number - 47-47-03/006/2002/315:
- 03 – registration department code;
- 006 – account book;
- 2002 – the year in which the object was registered;
- 315 – entry in the registration book.
All this numbering is not subject to electronic accounting used throughout the country.
What do the numbers mean? The first two characters are the number of the subject of the Russian Federation, the second are the registration district. Here is an example of the “old” designation: 32-32-03/004/2004-216. After the second hyphen, the combination 01/002/2005 hides the number of the book of registration and accounting of incoming securities, where:
- 03 – code of the Federal Reserve Service department performing the registration of rights;
- 004 – number of the accounting book in order;
- 2004 – the year in which the real estate was registered;
- 216 – the serial order of entries in the registration ledger.
This numbering is quite understandable and logical, but is not subject to electronic recording, which is available throughout the country.
What can you find out from the old registry cipher?
As you can see in the example, a specialist can easily read the information encrypted in the combination.
Using the books in which records of registered apartments, houses, and rooms were kept, it is possible to check what kind of property we are talking about, that is, to identify it.
The first two groups of signs contain a link to the location of the property, the middle group will tell you in what year the entry was made in the registration book under a certain number, where information is entered in order under the digital combination corresponding to the last characters.
The outdated cadastral number represents numeric characters that are not separated by hyphens or bars, unlike the new ones.
Each character has the following meaning:
- The first two numeric characters indicate the code of the region in which the object is located;
- The next two numbers indicate the county in which the information was entered into the registry;
- The next two digits indicate the code of the authority that entered the information into the register;
- The three numbers following them indicate the number of the book in which the records were kept;
- The next 4 digits are the year in which the entry was made;
- The last three digits of the entry are information about the serial number.
What it is?
Let's start with a little background on the appearance of the conditional cadastral number. It is worth saying that it is relatively new in our legislation, but it is also worth noting that it appeared along with the advent of the land code, that is, in 1992.
The conditional cadastral number was introduced by government decree and had, and still has, one single purpose - to include objects not included in the cadastral number in the cadastral map and registration. The concept of a conditional cadastral number is not enshrined in any legal act, but scientific theorists derived it themselves. Thus, a conditional cadastral number is a numerical designation of a real estate property, which assigns it to a specific area, but is not entered into the register, but is listed only on the cadastral map, where there is no information about the owner other than the address.
The conditional cadastral number itself is the same number as the cadastral number. But it is not entered into the register and no documents are issued based on it, in the idea of a boundary cadastral plan, a cadastral passport, and so on.
